Vistant seeks a Technical Expert - Technology on behalf of its client partner, the U.S. Agency for International Development (USAID). This position is based in the USAID GeoCenter, organizationally located in the Technology Division of the Hub for Innovation, Technology, and Research (ITR) in the Bureau for Development, Democracy, and Innovation (DDI). The GeoCenter applies geospatial technology, data analytics, and visualization techniques to improve the strategic planning, design, monitoring, and evaluation of Agency programs. Using geographic, economic, and demographic information, the team generates custom analyses, insights, and maps for USAID field Missions and technical offices in Washington, DC. These efforts build the capacity of USAID to make data-informed decisions to improve development outcomes in countries where USAID works.

As an integral part of the team, this position will support strategic, operational, and analytical elements of the GeoCenter. Responsibilities include the following:

  • Facilitating relationships between the GeoCenter and relevant USAID technical, regional, and field missions.
  • Assisting and advising USAID regional and technical bureaus on integrating a geographic approach into their
  • priorities, initiatives, and activities.
  • Communicating information relevant to the integration and dissemination of the activities of the GeoCenter.

Duties and Responsibilities

  • Analyzing geographic information to answer specific development questions related to sectors within which USAID works: agriculture, climate change, democracy and governance, disaster mitigation, economic growth, education, environment, and health.
  • Delivering geo-focusing workshops and training modules for USAID staff on the geographic approach to development.
  • Presenting analytical results and data visualizations to internal USAID and external audiences.
  • Collaborating with GeoCenter team members and other USAID colleagues on joint efforts to generate geospatial insights that inform development decision-making.
  • Visiting USAID Missions and Washington-based offices to advise and assist them in building their geospatial capacity.

Required Qualification, Education, and/or Experience:

  • Education requirement: Master’s degree and 5 years relevant experience or PhD. with 2 years relevant experience.

Specialized Experience and Skills

  • Background in mapping and data analysis.
  • Ability to self-initiate and work with minimal supervision.
  • Ability to work collaboratively with a variety of individuals at different levels within the Agency and outside the Agency on complex issues.
  • Ability to use judgment in presenting options to senior Agency officials.
  • Skill to select, organize, and present appropriate information in a concise and coherent manner and to relate such information to broad areas of development and humanitarian assistance policy.
  • Ability and willingness to travel to developing countries.

USAID Assumptions and Constraints

  • Staff working on this effort must possess the ability to obtain a current “Facility Access” clearance.
  • Requires compliance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d); USAID Graphic Standards (available at www.usaid.gov/branding), USAID Mission and Core Values (available at http://www.usaid.gov/who-we-are/mission-vision-values) or any successor branding/mission/core values policies.
  • Requires collaboration with USAID DDI and other Operational Units.

Place of Performance

  • Washington, DC - Ronald Reagan Building (RRB). On-site support with limited telework.

Travel

  • Limited International and Domestic travel.
