Job Summary
Develop and maintain material/equipment, design, installation, operating, and maintenance standards. Support and facilitate design and operating best practices throughout the organization. Support the safety management systems program elements and the principles of process safety. Satisfy current and changing regulatory and compliance requirements through continuous standards review and revision (procedures, materials/equipment). Maintain close communications and working relationships with various operating, engineering, and staff departments in an effort to provide needed technical support and direction.
Principal Duties and Responsibilities
  • Ensure timely and accurate development and maintenance of written standards, including policies, procedures, operating practices and material/equipment specifications. Solicit and facilitate subject matter expertise for standards development.
  • Ensure timely evaluation of new material/equipment and reported issues with existing materials/equipment. Collect and analyze input from the manufacturer, supply chain, and peers. Ensure compliance with applicable codes and regulations.
  • Ensure timely investigation of facility failures. Support the development and implementation of data analysis and reporting. Monitor facility failures for systemic issues that warrant immediate action and work with stakeholders, including supply chain, to develop an implementation plan to correct issue.
  • Assist with internal & external incident investigations (based on a set of criteria) for significant process safety related events, ensure correct categorization of actual and potential risks, and identify lessons learned.
  • Engage asset owners and other stakeholders to collect process safety information (design, operations and other data) for process hazard analysis.
  • Facilitate pre-startup reviews, hazard identification and risk analysis process. Contribute to process safety compliance audits & investigations of major process safety incidents.
  • Apply management of change, including change management, and track recommendations to completion ensuring that best practices and good engineering judgment are applied to closure and mitigation.
  • Provide technical support related to codes, standards, and material/equipment for operations, construction, engineering, and other staff departments.
  • Evaluate and recommend actions needed as a result of state and federal pipeline safety rulemaking and NTSB pipeline accident reports and studies.
  • Assist areas in preparation for Commission Audits.
  • Collaborate with Pipeline Safety and Compliance Managers, leaders, peers and local operations to prepare preventative strategies to eliminate repeat offenses.
  • Maintain awareness of decision-making impacts to capital and O&M budgets and recommend best cost alternatives.
  • Monitor program compliance by following-up on assignments to ensure proper and timely execution.
  • Assist company personnel in preparation for commission audits. Collaborate with compliance staff and local operations to prepare preventative strategies to eliminate repeat offenses.
  • Develop or review job related technical reports and documents.
Required Qualifications for Position
  • Bachelor of Science in Engineering from an accredited college or university.
  • 3 years of gas operations experience.
  • Obtain EIT Certification within 2 years of hire date.*
  • Obtain P.E. License within 6 years of hire date for state primarily working in.*
  • Demonstrated knowledge of field operations policies and procedures, state and federal regulations (including DOT Pipeline safety Regulations 190,191, 192, 193 & 199).
  • Demonstrated written and oral communication skills.
  • Strong interpersonal skills.
  • Strong organizational and planning skills.
  • Working knowledge of standard NiSource PC software suite.
  • Applies to new hires or those transferring into any of the following gas engineering job families: field engineering, design engineering, gas systems planning, standards.
Preferred Additional Qualifications for Position
  • Strong background or knowledge of industry standards related to gas distribution and transmission operations and design.
  • 2 years supervisory experience.
  • Experience in gas operations material evaluation, procedure/standard development, or process safety.
