Job Duties

The Office of Fiscal and Monitoring Services’ (OFMS) Monitoring Services Division conducts financial compliance reviews of ODJFS partners and subrecipients identifying opportunities for operational improvement and risk reduction. This division also conducts reviews of public assistance programs evaluating whether the level of benefits or other aspects of program eligibility are determined correctly. Training and technical assistance is also provided to the County Department of Job and Family Services agencies concerning potential fraud abuse and identifying possible overpayment of public assistance benefits. Major Duties and Responsibilities:

The primary purpose of this job is to review the work of county agency caseworkers to see if they are making the correct determinations of program eligibility for individuals applying for SNAP (Food Assistance) benefits. The reviews, known as Quality Control or QC Reviews, are federally mandated and must be performed timely and accurately in accordance with federal QC regulations. Reviews are conducted using paper and electronic case records and through face-to-face interviews with SNAP recipients. The ideal job candidate will have experience determining eligibility for SNAP and will know how to access and read case information in Ohio’s Ohio Benefits (OB) eligibility system. The successful candidate will also be persistent, thorough, detail-oriented, well organized, and able to independently manage multiple assignments with overlapping due dates. Learning the QC process will be the primary focus of the probationary period. By the end of the probationary period, the successful candidate will be expected to complete a monthly review assignment consisting of approximately 18 reviews at least 88% accurately and timely.

This position requires travel outside the headquarters office approximately 30 to 40% of the time throughout an 8-to-10 county area to review case information at county agencies and to locate and conduct face-to-face interviews with SNAP recipients at county agencies or their homes. Overnight travel is occasionally required.

Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate, at minimum, must have the following:

Completion of undergraduate core coursework in social &/or behavioral science; 12 mos. trg. or 12 mos. exp. in public assistance regulations & policies relative to all public assistance programs; 3 mos. trg. or 3 mos. exp. in technical writing; 3 mos. trg. or 3 mos. exp. in mainframe databases; valid Ohio driver’s license.

OR

36 mos. exp. as public assistance caseworker, with experience in all categories of public assistance; 3 mos. trg. or 3 mos. exp. in technical writing; 3 mos. trg. or 3 mos. exp. in mainframe databases; valid Ohio driver’s license.

OR

Equivalent of Minimum Class Qualifications for Employment noted above.

The candidate selected for this position would be expected to possess the following characteristics to perform the essential duties of the job.

Knowledge of social &/or behavioral science or public administration or business administration; public assistance regulations & policies; program planning for human service organizations & policy analysis; mainframe databases & automated computer information systems; agency or governmental laws, regulations, policies & procedures on multiple social programs*; statistical data collection & analysis*; interviewing*; public relations.

Skill in use of personal computer; applicable software application; mainframe database.

Ability to define county human services problems dealing with program compliance; collect statistical data; establish facts & draw complex conclusions in form of corrective action plans; independently develop complex reports; write &/or edit policies & guidelines; handle sensitive inquiries with service providers, county agencies, government officials & general public.

Supplemental Information

Remote Statement: This position, upon approval, may work remotely and require occasional in-person work for training, meetings and other operational needs. Successful candidates must have and maintain internet at their remote location during normal working hours. Employees will have access to shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently $27.03 per hour) associated with this position.
