Duties

  • Responsible for developing objectives, work programs and plans for approved projects/contracts as directed by management.
  • Exercise personal leadership in coordinating with management and staff on project costs, work planning, projects and contract completion, and management improvement and inspection activities.
  • Responsible for managing projects from inception through completion, providing leadership, direction, advice, assistance, and guidance as necessary to complete projects/contracts.
  • Establish and maintain a professional, effective, and impartial relationships with all interested parties.
  • Responsible for budget management for assigned projects.
  • Monitor all labor and operation costs, including payroll, supplies, equipment, vendor payments, and lien releases.

Qualifications

At the GS-11 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as overseeing various types of projects and/or experience with project management and/or financial management principles and practices; coordinating efforts with a diverse group of people; tracking budget and timelines; working on multiple projects at one time; OR completed a Ph.D. or equivalent doctors degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an equivalent combination of the education and specialized experience described above.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Generally work is performed in an office setting with frequent trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations and rugged terrain. The incumbent must be able to sit, walk or stand and perform off-road driving for prolonged, periods of time. Incumbent may be required to participate in numerous, lengthy meetings at local and distant locations. Overnight travel may be required.

Work Environment: Work in normally performed in the office, although some outside field trips are involved. Field work may include walking, lifting or driving motor vehicles over rough terrain in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position falls under the Miscellaneous Administration and Program Series, 0301 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
