The City of Mill Creek invites applications to apply for the position of Project Engineer II

Mill Creek's next Project Engineer II will be an effective, organized, and team-oriented professional engineer who assists the City Engineer in managing capital improvement projects and land development proposals from design to construction, as well as providing technical support for City transportation, utility, and other engineering programs.

The ideal candidate has a strong work ethic with experience in or with municipal government and is comfortable working independently on projects and similar assignments under the oversight of the City Engineer.

Because Mill Creek remains in a period of change and in a stage of rebuilding, the ideal candidate must thrive in start-up and entrepreneurial environments. Mill Creek will consider hiring the ideal candidate as a Project Engineer II or Project Engineer III, based on experience and current licensure. The next Project Engineer II will need to be able to balance and manage multiple assignments efficiently and effectively to sustain a wide variety of activities.

This position requires the use of independent judgment combined with problem solving, collaboration, and communication in order to accomplish assignments. The City is looking forward to bringing on another dedicated public servant to collaborate with its’ Team.

JOB DUTIES & RESPONSIBILITIES INCLUDE:

1. Perform project management activities; support all phases of City capital improvements from scoping through design, bidding, and construction.

2. In-house preparation of plans, specifications, and estimates (PS&E), design, construction inspection of roadway, surface water, traffic and park improvements.

3. Review work products on capital projects requiring outside consulting assistance; participate in the selection of consultants; negotiate and monitor contracts and services of outside firms to assure compliance; and recommend use of and/or approval of payments to consultants.

4. Provide technical guidance for operational issues on the City’s streets and surface water systems.

5. Provide written and verbal reports as necessary on projects and contracts; present reports to outside groups, City Manager, commissions, or others as needed.

6. Review and comment on application materials and engineering plans for private commercial and residential land development projects within the City or Municipal Urban Growth Area for traffic impacts, compliance with roadway and drainage standards, maintenance, and constructability. Inspect and/or coordinate inspection of private developments.

7. Meet with citizens and citizen groups, homeowners’ associations and business associations as necessary to respond to inquiries, complaints, and requests from property owners and the general public.

8. Document, research and respond to citizen inquiries related to drainage and roadway issues.

9. Implement and manage NPDES permit requirements such as: public education and outreach, public involvement and participation, illicit discharge detection, controlling runoff from development/construction, NPDES annual report preparation.

MINIMUM REQUIREMENTS:

1. Bachelor of Science in Civil Engineering or a related field, and

2. At least two years of applicable experience, or

3. Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.

4. Must be currently certified as an Engineer-In-Training (or a Professional Engineer) in the State of Washington, and

5. Have a valid Washington State driver’s license and an insurable driving record, or

6. Ability to obtain them within one (1) month of hire.
