    SUMMARY : Under supervision, performs a variety of complex accounting and clerical duties in support of the Office of Third Party Billing. Maintains accounting, budgetary, and fiscal records. Processes financial transactions. Performs other duties as assigned.


    EXAMPLES OF DUTIES :
    • Determines the Third Party Billing funding allocations for each school, prepares funding letters, processes procurement card applications, and updates spending manual and related forms.
    • Reviews and approves school spending plans, tracks expenditures, and reconciles payroll.
    • Provides assistance to schools regarding the use of Third Party Billing funds. Researches and resolves issues regarding procurement cards, purchase orders, payroll, and payments processed by Accounting.
    • Reviews and monitors all school procurement card transactions to ensure sufficient authorizations and documentation.
    • Prepares Third Party Billing funding letters for other departments. Reviews and tracks purchase orders and expenditures.
    • Prepares monthly spending reports for all schools and offices receiving Third Party Billing funds.
    • Detects unusual cost trends to determine and resolve possible discrepancies. Prepares and ensures accurate monthly financial transaction reports.
    • Generates and reviews purchase orders, material requisitions, invoices, debit and credit memorandums, and other related paperwork that establishes charges or authorizes changes to accounts to ensure that financial transactions are properly approved, processed, recorded, and that all costs incurred are charged to the proper accounts in accordance with established policies and procedures.
    • Provides assistance to internal and external auditors.
    • Participates in the audit of schools to determine the accuracy and sufficiency of Medicaid billing documentation. Prepares the related services and case management portions of the BCPS Medicaid self-monitoring report.
    • Performs other duties as assigned.

    MINIMUM QUALIFICATIONS :

    Education, Training and Experience:
    • Possession of a high school diploma or an appropriate equivalent. Five years of progressively responsible bookkeeping and/or accounting clerk experience.
    • Completion of two years (60 credits) of college level training in the accounting, business management, or a related field is preferred.
    ? NOTE: Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

    Knowledge, Skills, and Abilities:
    • Knowledge of the practices and procedures of accounting clerical work and bookkeeping. Knowledge of office practices and procedures. Knowledge of personal computers and MS Office software applications.
    • Skill in performing accounting-clerical and bookkeeping duties.
    • Ability to make decisions in accordance with established school policies and procedures. Ability to exercise courtesy and good judgment in dealing with students, parents, administrators, other employees, vendors, and the public. Ability to establish and maintain effective working relationships.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS :
    The work of this class is generally sedentary, performed in an office environment, and requires the use of coordination and skill in the operation of computers and other office equipment.

    Pre-Employment Requirements:

    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $106.00. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to hire.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
