Position Overview

The Division of Mental Health is seeking to hire a Director of Rehabilitation Services for the Chester Mental Health Center located in Chester, Illinois to supervise contractual instructional personnel as funded through various Illinois State Board of Education grants. Plans, develops, coordinates and monitors state and federal grants supporting the provision of ABE and GED. Serves as facility program liaison with all local, state and federal organizations. Serves as working supervisor. The Chester Mental Health Center is designed to provide care and treatment for all adult males in the State of Illinois who require a greater degree of structure and security. Job Responsibilities

  • Serves as Director of Rehabilitation Services.
  • Serves as working supervisor.
  • Plans, develops, coordinates and monitors state and federal grants supporting the provision of ABE and GED including Support Services, Library Services, Education Services, Rehabilitation, Health, Speech, Activity Therapy Services and Special Education Services.
  • Serves as facility program liaison with all local, state, and federal organizations impacting on the provision of education of functional rehabilitation services specific to fiscal, programmatic, accreditation and compliance issues.
  • Consults with and coordinates the educational program with agency and facility administrators, facility clinical and support personnel to facilitate the effective provision of functional rehabilitation services.
  • Provides training and staff development activities for subordinate staff consistent with federal and state regulations and accreditation and licensure regulations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in a social or human services field.
  • Requires three years progressively responsible administrative experience in a health or human services organization.

Preferred Qualifications

  • Master’s degree in a health or human services field, Education, Psychology and Rehabilitation.
  • Three (3) years of professional experience planning, developing, and directing an active treatment program for a public or private organization.
  • Three (3) years of professional experience working with individuals with a mental illness.
  • Two (2) years of professional experience establishing training curriculum and guidelines relative to active treatment of patients for a public or private organization.
  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and preparing and signing performance evaluations.
  • Two (2) years of professional experience working with state and federal licensing and regulating agencies.
  • Two (2) years of professional experience reviewing program needs, setting priorities and assigning staff to ensure compliance with standards of care and practice for a public or private organization.

Conditions of Employment

  • Requires the ability to serve on-call after business hours, weekends, and holidays.
  • Requires the ability to physically restrain patients as necessary to prevent injury to patient or others.
  • Requires the ability to obtain and maintain Cardiopulmonary Resuscitation (CPR) certificate.
  • Requires the ability to meet all agency vaccine/health-related policies and guidance.
  • Requires the ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
