Position Summary:

Technical work inspecting and monitoring construction contractors performing roadway, drainage, utility, and related construction work on City Public Works and private land development projects. The Construction Inspector also performs periodic inspections of City infrastructure and assists with the preparation and/or updating of City maps, inspection reports, and other records.

Work is performed with considerable independence under the supervision of the Community Development Director.

Performance is reviewed through observations, reports and results achieved.

Essential Responsibilities:

Performs daily construction inspections on City Public Works, Stormwater, and Utility projects, and private residential or commercial land development projects.

Interacts and coordinates with contractors, engineers, developers, residents, other agencies, and other parties that may be involved in public and private construction.

Inspects roadway construction including: grading, base and sub-base installation, asphalt paving, milling and resurfacing, sidewalks, curb and gutter, driveways, site restoration, and other roadway-related construction work.

Inspects stormwater management system construction including: stormwater piping, inlet and outlet structures, wet and dry ponds, swales, erosion control facilities, and other stormwater management and treatment facilities.

Inspects utility construction including: water mains and related water system appurtenances, force mains, reclaimed water mains and services, gravity sewer systems, lift stations, and related utility work.

Performs lot grading and drainage inspections for residential and commercial buildings.

Reviews as-built drawings and coordinates their incorporation into GIS.

Assists in the resolution of construction-related issues at the field level.

Assists with utility coordination and the resolution of utility conflicts.

Prepares written reports and maintains electronic records of inspection work.

Coordinates field testing and correctly interprets test results.

Investigates complaints and assists in their timely resolution.

Assists the Engineering staff in investigating, reviewing and resolving, as appropriate, engineering-related issues that occur within the City.

Performs periodic inspections of City infrastructure and assists with the preparation and coordination of applicable work orders, GIS map updates, and permit reporting (NPDES, SJRWMD, etc.)

Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required.

Performs other related duties as assigned.

ESSENTIAL PHYSICAL SKILLS:

Acceptable eyesight (with or without correction)

Ability to access, input and retrieve information from a computer.

Ability to communicate both orally and in writing

Medium (up to 50 pounds) lifting and carrying

Driving

Excellent organizational skills, ability to prioritize, and comfortable working independently

Minimum Requirements:

Knowledge, Skills, and Abilities:

Knowledge of the principles of land development including planning, building, and engineering

Knowledge of the applicable building and zoning codes, ordinances, and regulations.

Extensive Knowledge of construction principles and methods.

Ability to conduct inspections and make professional assessments of work.

Excellent time management skills with a proven ability to meet deadlines.

Excellent organizational skills, ability to prioritize, and comfortable working independently.

Exceptional oral and writing communication skills, including strong spelling, grammar, and punctuation.

Skill in basic computer applications.

Skill in writing reports, resolutions and official documents.

Ability to think logically, conceptually.

Ability to deal with difficult people.

Knowledge of administrative and personnel policies of the City.

Must be committed to providing outstanding customer service and demonstrate strong interpersonal skills.

Licenses, Certifications, or Registrations:

Must possess a valid Florida Driver’s License

Working Hours and Environment:

Works inside in office environment and outside in various weather conditions on construction sites.

Must be physically able to inspect construction sites including walking properties, climbing ladders, and kneeling.

Must be able to lift
