The CalSTRS Office of General Counsel Division is seeking motivated individuals to work as an Attorney III on the Legal Services Team.
The Legal Services Unit is comprised of a team of transactional attorneys and support staff. Provides in-house legal review, advice, and counseling to internal business programs. In-house representation includes negotiating and reviewing contracts; collections; evaluating and creating legislation, statutes, and regulations; advising CalSTRS staff and executive management on the Teachers' Retirement Law; felony forfeiture; and providing general legal support. Attorneys also work with outside counsel on various transactional and litigation matters, including transactional real estate matters and subrogation claims. Attorneys may assist other legal units on an as-needed basis.
Under the direction of the Assistant General Counsel and general direction of the General Counsel or Deputy General Counsel, the Attorney III performs work with broad discretion and independence with minimum supervision on the more complex legal issues. The Attorney III is considered an expert in a generalist capacity and acts as in-house counsel to provide client-centered legal services and counsel regarding a broad range of complex legal issues arising in connection with all California State Teachers’ Retirement System (CalSTRS) operations, programs, and functions. The Attorney III provides direct support to the General Counsel or Deputy General Counsel on assigned matters and acts in a lead capacity over other Attorneys.
The ideal candidate will possess the following skills:
- Strong skills related to statutory interpretation, analysis, and legislative history
- Strong organizational skills, the ability to set priorities when faced with conflicting demands, being able to effectively manage multiple projects, and meeting deadlines within challenging and strict time constraints
- Excellent communication and active listening skills, including the ability to communicate effectively in writing and verbally, to explain complex legal issues to other CalSTRS employees, the Teachers’ Retirement Board, and CalSTRS members and their beneficiaries
- Exhibits a professional demeanor at all times and, the ability to establish and maintain cooperative relations
- Ability to encourage and facilitate cooperation, teamwork, and pride in your work
- Ability to work efficiently as a team player and work collaboratively across CalSTRS business areas
- Ability to analyze complex statutory programs, statutory requirements outside of the Teachers’ Retirement Law, reviewing documents, and providing clear and concise written communication
Telework Information: We offer a hybrid approach with the Legal Services team working on-site at our Headquarters in West Sacramento 2 days per week (currently Mondays and Wednesdays), and 3 days per week working remotely. All attorneys are required to work on-site when the Teachers’ Retirement Board is in session. All staff of CalSTRS are employees of the State of California and are subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Working Conditions:
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
