What You'll Do

  • Manages Y-12 Quality Operations.
  • Provides leadership based on organization goals and policies.
  • Establishes organizational policies and strategy.
  • Ensures that all budgets targets, schedules, and performance standards are met. Interprets, executes, and recommends changes to organizational policies.
  • Manages, leads, plans, coordinates, executes, and provides direction for the Y-12 Quality Operations Department.
  • Provides oversight for the development and maintenance of quality programs, systems, processes, and procedures that ensure the performance and quality of services conform to established standards and agency guidelines and comply with policies.
  • Responsible for management, operations, and strategy development for of multiple functions and programs including the weapons certification and product acceptance activities at numerous Y-12 facilities.
  • This includes certification activities of dimensional inspection, radiographic inspection, weld inspection, and materials testing.
  • It also includes acceptance activities of statistical analysis, weapons configuration control, auditing, and weapons quality engineering.
  • Also responsible for management of Weapons Technical Support staff charged with maintaining and upgrading existing certification equipment and systems, as well as evaluating and implementing new and emerging technologies that would be beneficial to the certification and acceptance functions.
  • These activities/functions cover a broad spectrum of requirements including 10CFR830, DOE Order 414.1, NQA-1, NAP-24, etc.
  • Serves as the Quality organization representative on numerous teams and committees across the site.
  • Prepares and monitors annual budget and staffing inputs and progress throughout the FY.
  • Develops the goals, objectives, policies, and operational procedures for the function.
  • Participates in the development of long-term organization policies and strategies.
  • Responsible for annual salary planning, promotion/adjustment recommendations, setting standards and performance expectations, and award program solicitations/nominations (e.g. SRA, SOE, DP awards, etc.)
  • Provides change management for continuous improvement.
  • Conducts interviews, fact-findings, critiques, and extent of condition reviews in response to operational events.
  • Interfaces with internal and external customers on a regular basis, including NPO and NNSA-HQ.
  • Partners with senior management and external stakeholders to achieve organizational goals.
  • Provides leadership by maintaining safe working conditions, establishing goals and expectations, and prioritizing/integrating work within the group.
  • Ensures strict application of regulations for security and plant protection. Identifies risks to personnel and facility safety and/or mission viability; ensures implementation of prevention and mitigation measures to eliminate or reduce the risks and potential consequences.
  • Manages the staff by planning, organizing, and establishing expectations for day-to-day activities to meet Y-12 program goals and schedules including plans and status updates. Establishes goals and expectations for prioritization and integration of work assigned to the department.
  • Ensures the adequacy, execution, and completion, within budget and schedule, for assigned tasks to subordinates. Participates in regular meetings to report on progress and discuss priorities and schedule with personnel from various organizations.
  • Interfaces with Y-12 program managers, project managers, product engineers, production representatives, NPO personnel, Design Agency personnel, and Quality peers at Y-12 and Pantex.

Minimum Job Requirements

  • Bachelor's degree in engineering, industrial, or related science discipline: Minimum 12 years of relevant experience. Minimum 7 years of management experience.
  • In lieu of a technical degree, candidates may be considered with twenty or more years of relevant education and progressive experience in quality assurance or operations.

Preferred Job Requirements

  • Requires demonstrated ability to manage multiple tasks, priorities, and individuals concurrently.
  • Requires Y-12 site knowledge and previous supervisory experience.
  • Requires strong verbal and written communication skills and ability to interface effectively with internal customers.
  • Must be able to interact effectively with technical personnel, engineering, senior management, and customers.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
