DEFINITION
Under direction from the Human Resources and Risk Manager, independently plans, coordinates, and implements a comprehensive occupational health and safety program for the District; prepares and administers the annual budget for areas of responsibility; initiates complex analyses and studies resulting in recommendations and implementation of systemic changes to workplace health and safety programs; provides consultation and expertise to District management and staff; exercises functional authority over District staff in essential matters of health and safety; participates in the management of, and may oversee, the District's insurance program, including workers' compensation program and claims management and property and liability programs; and performs related work as required.

CHARACTERISTICS
Workplace Heal th and Saf ety Officer is a single-position and specialized professional classification. Under general direction, within a framework of established policies and procedures, the incumbent performs a full range of routine to complex duties related to the planning, coordination, and implementation of a comprehensive health and safety program for the District. The incumbent provides consultation and expertise to District management and staff and functional direction of District staff relative to essential matters of health and safety. Assignments are given in general terms and subject to review upon completion. There is significant latitude for discretion and independent judgment and action in well-defined areas of work.

TYPICAL DUTIES
TYPICAL EXAMPLES OF DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Develops, coordinates, and supervises the implementation and maintenance of a comprehensive District-wide occupational health and safety program designed to prevent injury, occupational illness, and damage to property.

Drafts and recommends District-wide health and safety directives and maintains District safety-related manuals, including the preparation and distribution of appropriate updates.

Determines applicability of administrative and regulatory requirements and other health and safety laws and implements applicable regulations and standards; maintains current knowledge of legislation, regulations, and practices in health and safety and advises District management regarding the impact on District operations.

Represents the District in inspections and hearings conducted by Cal/OSHA and other regulatory agencies, and is responsible for Cal/OSHA reporting compliance.

Establishes and implements safety training objectives; plans and schedules health and safety training; conducts or provides for health/safety related training; maintains records and a database of employee training, medical examinations, licenses, and certifications.

Conducts and supervises facility and site inspections, job hazards analyses, and other evaluations to identify hazards and potential risks; makes recommendations to managers as required and implements appropriate corrective actions; conducts audits of corrective actions to ensure compliance with regulations and corrective action plan.

Conducts post-accident investigations; develops and chairs a District accident review committee; makes recommendations for changes in equipment and or processes to correct unsafe conditions; assesses incident statistics to determine requirements for new or modified training.

Administers the District's DOT program, including but not limited to random drug and alcohol program; working with vendor on randow draws, and giving notice to employees regarding testing protocol and testing requirements; review of new hire and current DOT participant's driving privileges, and administer the Substance Abuse Professional processes; and the District's DOT Clearinghouse participation.

DMV Pull Notice Program Administration: including but not limited to enrolling and removing drivers as required; review DMV Pull Notice information, and provide notice to affected employees of pending renewal requirements, expirations, and medical certificates for commercial drivers.

Chairs the District Wide Safety Committee and serves on industry-based safety committees.

Manages and administers the District's Learning Management System (LMS); update LMS with all employees certifications; update and validate LMS as needed.

Participates in and may manage the District’s insurance and claims programs, including Workers’ Compensation and Property and Liability insurance claims.

Administer the District's Workers' Compensation program, including but not limited to workplace accident investigation (root cause analysis), identify workplace injury trends and training needs; maintain WC program metrics; manage all Workers' Compensation litigated claims; develop the annual 300 log, and all other CalOSHA required reporting.

Participates in and provides regulation guidance and policy setting related to workplace safety for the hazard management, mitigation, and hazardous waste programs, and emergency response and management activities.

Provides consultation and expertise to and exercises functional authority over District staff in essential matters of safety and health.

Acts as resource person offering advice and consultation to District staff within area of expertise and program responsibility.

Prepares, recommends, and administers budget for areas of responsibility.

Performs other related work as required.

Typical Qualifications

REQUIREMENTS
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of:

Education and Experience
:
Possession of a Baccalaureate degree from an accredited college or university with major course work in industrial engineering, safety engineering, occupational health, business administration, or a related field; and four (4) years of full-time responsible professional experience in workplace safety and employee training work, which includes two (2) years experience in the administration of a comprehensive safety and accident prevention program. Experience in a water or wastewater utility is desirable.

Additional Requirements:

  • Must possess a valid driver’s license and have a satisfactory driving record.
  • Possession of, or ability to obtain, a Cardiopulmonary Resuscitation and First Aid certificate within one year of employment.
  • Certification as an Associate in Risk Management, Associate Safety Professional, and/or Certified Safety Professional is desirable.

Health Insurance: Coverage is provided through the CalPERS Health program. Employees contribute 1.0% of salary toward the cost of their medical benefits. Under the Cafeteria Plan, employees will receive a flex dollar allowance to purchase healthcare coverage, and qualifying voluntary products.

Dental and Vision: Coverage for the employee and eligible dependents is fully paid by the District.

Retirement: California Public Employees Retirement System (CalPERS) benefit depends on whether the employee is a "new" member or "classic" member under state law.

Classic member: Employee who is a member of PERS or reciprocal agency within six months of hire at ACWD. 2.5% @ 55 with 8% employee contribution. $5000 Retired Death Benefit, 3% Annual Cost-of-Living Allowance Increase, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Additional Opportunity to Elect 1959 Survivor Benefits, 1959 Survivor Benefit Level 4, Unused Sick Leave Credit, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Military Service Credit as Public Service, Final Compensation 1 Year, Post-Retirement Survivor Allowance, Prior Service. The District picks up 2.5% of the CalPERS retirement contribution.

New member: Employees hired after 12/31/12 who were not members of PERS or a reciprocal agency within the last six months of hire at ACWD. 2% @ 62 with 7% employee contribution. Effective 7/1/23 PEPRA employee contributions will increase to 7.75%. $5000 Retired Death Benefit, 1959 Survivor Benefit Level 4, 3% Annual Cost-of-Living Allowance Increase, Additional Opportunity to Elect 1959 Survivor Benefits, Final Compensation 3 Years, Military Service Credit as Public Service, Post-Retirement Survivor Allowance, Post-Retirement Survivor Allowance to Continue After Remarriage, Pre-Retirement Death Benefits to Continue After Remarriage of Survivor, Pre-Retirement Option 2W Death Benefit, Prior Service, Public Service Credit for Peace Corps, AmeriCorps VISTA, or AmeriCorps Service, Unused Sick Leave Credit.

Social Security/Medicare: The District does not participate in Social Security, but provides a 1.45% matching Medicare contribution.

Retiree Health Benefits: Coverage is provided through the CalPERS Health program. The District's contribution for retiree coverage shall be the PEMHCA minimum contribution as determined by CalPERS on an annual basis. Please refer to the Memorandum of Understanding for various eligibility and plan details.

Employees hired on or after January 1, 2019 will receive a defined-contribution benefit into a retiree health savings account.

Life Insurance: The District provides you with Basic Life Insurance and Basic AD&D Insurance of one and one half times your annual salary to a maximum of $250,000. There is no cost to employee for this insurance.

Long Term Disability: The District provides you with Long Term Disability Income Insurance of 66 2/3% of monthly earnings with a maximum monthly benefit of $15,000.

Short Term Disability: Coverage is provided through the District for employees working more than 20 hours per week at 66 2/3% of base weekly earnings for the first 12 weeks up to a weekly benefit maximum of $2,350.

Deferred Compensation: Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income. The District pays a match of up to $1,750 per year to the employee's 401(a).

Vacation: 10 days first year, increasing to 25 days after 20 years.

Holidays: 11 days per year.

Sick Leave: 12 days per year

Management Leave: 80 hours to 96 hours of Management Leave per calendar year (depending on classification).

Employee Assistance Program: Up to 6 sessions for employees and family members for professional consultation and short-term counseling for personal problems.

Tuition Reimbursement: The District will reimburse 100% of the total tuition and textbook costs incurred in taking courses outside of normal working hours related to District employment up to an annual maximum of $5,250.
