Job Description
SUMMARY
Under limited supervision, this position performs compliance duties, including calibration of process instruments, sampling, treatment studies, data gathering, database maintenance, report writing and maintenance of various manuals required by the state or City of Amarillo operating policies. This position will be required to work shifts including evenings, weekends, holidays, overtime as necessary by the department, and during inclement weather. This position is considered weather essential personnel.

ESSENTIAL RESPONSIBILITIES
  • Operates the Water Treatment Plant, using the Supervisory Control and Data Acquisition (SCADA) system for monitoring and controlling the treatment plant process. Controls well fields and their respective pump stations, transmission facilities, in town pump stations to meet system demand. Effectively maintaining adequate pressures and levels in the overhead storage tanks and distribution lines and storage reservoirs Monitors and troubleshoots the systems as necessary. Contacts appropriate supervisor or call out personnel in the event of abnormal conditions.
  • Ensure that TCEQ regulations are met to provide adequate chlorination and pressure in the distribution system.
  • Prepare the Monthly Operating Report and Monthly Discharge Report.
  • Maintain records and documents incoming calls and call outs pump changes, treatment process changes and chemical analysis. Enter required data into reports.
  • Maintain sample site plans for Bact. T and other required samples.
  • Performs Operator maintenance of water plant chemical dosage equipment.
  • Performs process control sampling and perform the process control testing every four hours; disinfection residuals performed every two hours.
  • Assists the Process Control Supervisor to oversee the Risk Management Program in coordination with the Risk Management Department for the Potter and Carson County Well Fields and the Osage WTP; provides yearly training; performs risk assessment inspections at all facilities that house chlorine; and prepares for an EPA inspection every five years.
  • Receives and dispatches calls for Utilities Division and other City of Amarillo divisions as required: keeps records of these actions.
  • Takes and submits samples in the plant and the distribution system, as required by federal or state regulations.
  • Responsible for coordinating and execution of lead and copper, TCEQ required sampling and UCMR scheduled sampling sessions.
  • Takes other samples relating to special studies.
  • Helps to train new employees on sampling and laboratory procedures,
  • Orders and receives bulk water treatment chemicals as required.
  • Maintains databases for chemical inventories, Tier II reporting, system and treatment process studies, well surveys, and other information as required by supervisor or department head.
  • Assists in the preparation of reports as required by federal or state regulations or by City of Amarillo operating policies.
  • Takes special plant or distribution system samples, as required by regulations or by operating policies.
  • Prepares, maintains and updates various manuals required by regulations or by operating policies.
  • Performs calibration of online and bench top instruments; maintains documentation systems for this activity, as required by regulations.
  • Responsible for quality control monitoring and participates in education of operations staff for sampling requirements.
  • Performs special studies (jar test, process optimization, database searches, etc.) as required by regulations or by operating policies.
  • Leads tours of the water treatment plant and escorts TCEQ samplers as they perform tests and inspections.
  • Remains current on TCEQ and EPA rules and regulations; make changes and implements changes necessary for compliance; submits new procedures and updates to TCEQ or EPA; implements and monitors changes and maintain the monitoring plan.
  • Maintains chemical inventory for treatment plant laboratory and field sampling and analysis routines.
  • Consults with and advises supervisor on the needs of the plant requirements to maintain compliance with federal or state regulations.
  • Performs other job-related duties as assigned.

Knowledge, Skills, Abilities
  • Knowledge of TCEQ regulations and required reporting for this water system and DMR
  • Knowledge of Historian software and report building
  • Ability to use excel to develop reports
  • Knowledge of installation and maintenance of water analysis telemetry equipment In-depth knowledge of the chemical and biological principles, practices and operational requirements of a surface water treatment plant.
  • Ability to design and prepare reports, perform special studies and sampling routines.
  • Ability to work with and lead in the daily operations of treatment plant personnel.
  • Ability to train treatment plant personnel in the daily operation of the treatment plant and SCADA system.
  • Knowledge of federal and state drinking water regulations and of the impacts of these regulations at the operational level.
  • Ability to wear a full-face respirator, self-contained breathing apparatus, and/or supplied air respirator.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • Ability to operate computers for data entry and word processing.
  • Ability to learn new software and improve processes with existing software.
  • Strong verbal and written communication skill.
  • Ability to work cooperatively in a team setting.
  • Ability to safely operate and repair hand tools, equipment and machinery, such as digital burets, laboratory equipment, volt-ohm meter, online analyzers, overhead crane, sampling equipment, truck, PH meter, field test instruments, calculator, turbidimeters, and the SCADA system.

Licenses/Certification
Valid Texas Class C Driver’s License required.

Required Qualifications
Requires a High School Diploma or its equivalent (GED.
Requires a minimum of three (3) years of experience in a surface water treatment plant of at least 20 MGD capacity.
A TCEQ Class B Surface Water Operators water license required or must be obtained within a year period of hire date.
  • The City of Amarillo will consider all relevant education and experience when determining an applicants minimum qualifications and starting salary.

Preferred Qualifications
Additional vocational or college level training preferred.

Physical Demands
The employee must also balance, climb, crawl, crouch, walk, stand, kneel, stoop, sit, hear, crouch, feel, finger, grasp, handle, reach, pull, push, speak, see, and talk. Also requires the ability to make rational decisions and perform repetitive motions. Shall be able to climb ladders, stairs, perform work at elevated heights, and have the ability to stand on concrete for long periods of time. Ability to pass a respirator medical evaluation and subsequent annual respirator medical evaluation and conform to all requirements of the respirator qualifications fit testing which includes no facial hair on the jaws and chin.
