General description:
The Vice President for Business Administration (VPBA) supports the Chief Financial Officer by leading the complex integration of business matters relating to the financial health and stability of the organization. Revenue generation is through successful management of a complex revenue cycle derived from a combination of government grants, 340B Program Income, third party payers, and patient payments.
The VPBA will continuously assess and updates internal controls to ensure the accuracy and reliability of financial data. Essential tasks will include building the current billing infrastructure into a more robust system that will accommodate anticipated growth into new and more volume of patient services. The VPBA will also play a critical role in ensuring the Prospective Payment System (PPS) rates for both Medicare and Medicaid patients is optimally developed as part of the organization’s application to become a Federally Qualified Health Center. This position works closely the Vice President of Finance and Accounting to coordinate and manage all fiscal compliance reviews and audits.

Job Responsibilities
Specific Responsibilities of the Job:GENERAL
- Leads key components of revenue budget development and works closely with the CFO and VP of finance and accounting to develop the overall annual organizational budget.
- Independently develops key components of the organizational business analytics, focusing on key performance indicators for revenue versus expenditures, using various population and market-driven variables.
- Stays in front of new healthcare industry developments, and brings leading edge innovation to the revenue cycle components.
- Supports the CFO with the development of financial statements and analytics being presented to the board of directors.
- Other duties as assigned.
- Leads the fiscal management of the organization’s portfolio of government grants which currently include awards from HRSA, CDC, SAMHSA, NIH, Texas Dept. of State Health Services, Dallas County, and several academic research studies.
- Develops and oversees the staff development of all requisite financial reports, invoices, cost reports, and budgets and submits to government funding offices.
- Ensures effective tracking of all grant expenditures so that grant revenue and expenses are matched.
- Provides regular analysis of government grant expenditures and provides reports to the CFO so that unexpected cost overage to grant awards are minimized, as well as ensuring full grant awards are spent within funding periods.
- Develops the budget and budget narratives for new grant proposals.
- Serves as the lead point of contact for grant fiscal audits and reviews.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Grants Management area. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans.
- Responsible for all grant close outs at the end of budget and project periods.
- Leads the fiscal management of the 340B Program in collaboration with clinical and pharmaceutical operations staff.
- Tracks and presents key metrics for the 340B Program Income, focusing on future revenue projections, and optimization of available revenue that can be captured under the program.
- Leads the staff that work directly in the revenue cycle department, as well as works in collaboration with clinical operation staff to:
- Ensure compliance with all rules, regulations, and payer contracts
- Develop, track, and improve key performance indicators (KPI’s) of the organization’s revenue cycle
- Continuously review KPI’s and continuously identify and correct identified areas so to ensure timely and full payments for submitted claims
- Regularly generate KPI reports suitable for review by executive leadership and the board of directors
- Manages and enforces service agreements with medical billing company(ies)
- Leads the development of fee schedules, Medicare and Medicaid Cost Reports, as well as provider credentialing and enrollment processes
- Works closely with the CFO during all negotiations with commercial insurance carrier contracts
- Oversees staff working with patients responsible for out-of-pocket payments, sliding fee scale, and financial assistance programs.
- Stays current with revenue cycle management laws and regulations and changes in procedure (HCPCS) and diagnosis (ICD-10 codes).

Required Skills and Qualifications
Required Knowledge, Skills and Abilities:- Demonstrated ability and experience in the development of financial dashboards, key performance indicators (KPI’s), and financial models.
- Demonstrated experience in working with practice management and billing software.
- Demonstrated ability to manage multiple responsibilities in a complex environment.
- Demonstrated success and knowledge of physician reimbursement, medical terminology, ICD-10, CPT and HCPCS coding.
- Proficiency in MS Office.
- Must be able to coordinate effectively between multiple departments with differing backgrounds and skillsets.
- Excellent written and oral communication skills.
- Bachelor’s degree in accounting or finance required with a Master’s Degree (MBA) or CPA preferred.
- 10 years or more of experience in a comprehensive and specialty care environment.
- Experience with outpatient revenue cycle, government grants, and community health center financial operations is strongly preferred.
- Certification in coding and billing preferred.
