The State of New Hampshire, Department of Health and Human Services, Division for Behavioral Health has a full time vacancy for Internal Auditor III. This is a grant-funded position and is subject to renew every two years.

SUMMARY:

Performs professional field audits and analysis of annual financial and program reports from contracted providers funded in whole or in part by the State Opioid Response (SOR) grant through the Substance Abuse and Mental Health Services Administration to assure compliance with Federal grant program requirements and State regulations, program quality and contract expectations. Makes program recommendations to leadership based on analysis of gathered data.

RESPONSIBILITIES:

Analyzes and reviews regular program and cost reports, including financial and statistical data, submitted by contracted providers of services to assure compliance with Federal and State Program reporting requirements and program quality measures and outcomes based on the funding strategic plan. Prepares reports and recommendations for the SOR Director.

Conducts professional on-site field audits of the financial, clinical and other program related records of contracted providers to ensure accuracy and compliance with Generally Accepted Accounting Principles and State and Federal laws, rules, and policies.

Analyzes and reviews the Federal funding policies and procedures, as well as Federal and State laws and rules, and emerging behavioral health best practices, specifically in relation to opioid use disorder, stimulant use disorders and co-occurring mental health condition to ensure that grant expectations are met. Makes recommendations to changes in internal policy, as required.

Communicates by meetings, telephone an/or written letter with providers or their accounting/legal representative to obtain information necessary to complete audits, to resolve disputed audit findings or explain and interpret relevant State or Federal laws, regulations, and/or policies.

Collaborates with other members of audit and program quality teams to direct, monitor, and control progress of desk reviews and field audits.

Collaborates with internal SOR team to ensure consistency in program expectation, Federal reporting, and data collection. Performs audits and implements corrective action, as required, to ensure vendors are in compliance with their contract requirements in conjunction with Finance, the individual program, and data coordinator. .

Provides ongoing supervision and oversight to all SOR funded vendors relating to agency or subrecipient accounting, program, and financial records.

Conducts independent site visits and report analysis to ensure that contracted providers are accurately reporting to the Department.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with a major in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' experience in accounting or auditing work, including three years of consultative, supervisory or administrative experience in the field of auditing. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver’s license and/or access to transportation for use in statewide travel.

PREFERRED WORK TRAITS: Working knowledge of Microsoft Word, Excel, Access and related business software applications. Familiarity with the health care sector preferred.
