This position provides policy development, data management, and analytic support for statewide data reporting by trial courts. The data collected is used in statistical report and to allocate funding and resources to trial courts via workload models that rely on data reported. This position will serve as lead staff to a committee of court leaders charged with making policy recommendations for accurate, complete, and high-quality data reporting. As lead staff, the Senior Analyst will create annual agendas and work plans for the CEAC subcommittee, provide analytic and policy support to the subcommittee, and will interface directly with court users regarding data definitions or reporting questions. This position will be involved in all aspects of project management including internal collaboration with IT and subject matter experts; coordinating with lead staff to other committees that may be impacted by data collection changes; communicating changes with courts; working with case management system vendors to implement those changes; and reporting findings to the Judicial Council, Court Executives Advisory Committee, and other advisory bodies. This position will lead complex and high-profile research and data projects with significant statewide impact, working independently and with limited supervision.

The successful candidate will be based out of the San Francisco office. Currently, the team to which this position is assigned to is working a hybrid schedule and comes into the office on alternate Wednesdays. The candidate may choose to work from the office or from home on the remaining days.
Responsibilities
- Analytic, Policy, and Administrative Support to the JBSIS (Judicial Branch Statistical Information System) Subcommittee of CEAC.
- In consultation with the subcommittee and internal leadership, create annual agenda and workplans and track progress and completion of workplan items.
- For the consideration of subcommittee, conduct research on laws or court case processing practices and/or consult subject matter experts to determine how to report statistical data elements for JBSIS; make modifications and improvements to data dictionaries and definitions.
- Lead research in case processing practices, new law implementation, and impact/clarification on data definition.
- Research and define data elements; establish how data should be captured under JBSIS definition.
- Map old and new definitions and reporting process for technical document and JBSIS reporting manual.
- Serve as an internal consultant to internal offices and/or advisory bodies on research and data issues to improve use of empirical data for branch policy making, and produce necessary reports.
- Employing subject matter expertise in JBSIS and case flow to address data and reporting issues/policy decisions made by internal or advisory bodies.
- Help with visual display of information by assisting with charts, graphs and other presentation formats.
- Propose and recommend data governance policies for JBSIS data, such as policies for data submission or data quality.
- Research best practices, make recommendations to JBSIS subcommittee and CEAC for adoption.
- Update JBSIS manual and other policy documents.
Other Duties and Responsibilities
- Attend unit meetings (bi-weekly).
- Attend mandatory training (as needed).
- Attend training to maintain and upgrade skills (as needed).
- Assist with general information and research questions from trial courts, members of the public, others.
Qualifications
Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
Desirable Qualifications
- Knowledge and previous experience using and writing code with data management software such as Stata, R, SQL.
- Knowledge and previous experience with data visualization programs such as Power BI and Tableau.
- Work experience in a court environment.
- Prior work experience in state or local government.
