Job description
The work involves performing difficult and advanced accounting work in the Finance Department of the Erie County Medical Center Corporation and for its related entities. The incumbent maintains financial records, statements and reports in accordance with established procedures. This position differs from Staff Accountant by virtue of the complexity of duties, level of responsibility and supervisory duties. Work is performed under the general supervision of a higher-ranking accounting or administrative employee with the exercise of independent judgment in performing work activities. Supervision is exercised over lower-level accounting, accounts receivable and clerical staff. Does related work as required.TYPICAL WORK ACTIVITIES:
Supervises and reviews preparation of various monthly journal entries and account reconciliations;
Reviews department expense statement items and analyzes large fluctuations and budget variances;
Maintains and reviews operating and capital lease schedule and related accounting records;
Performs capitalization of fixed assets and projects and maintains records related to depreciation; maintains subsidiary ledgers and prepares corresponding reconciliations;
Prepares monthly and quarterly sales tax reports;
Serves as a liaison to independent auditors and departments for providing accounting information;
Participates in internal audits relating to financial reporting;
Participates in all required general ledger system upgrades, testing, and documentation;
Supervises employee input, posting and processing of financial and accounts receivable information into an electronic information system to ensure accuracy and completeness;
Analyzes information for inclusion in records and reports as required; maintains and distributes information as appropriate;
Participates in reviewing, compiling and analyzing information for use in collective bargaining negotiations;
Participates in the preparation and documentation of new policies or standard operating procedures;
Organizes and participates in meetings and committees as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of general accounting and auditing techniques; good knowledge of the principles and practices of government and healthcare accounting; good knowledge of Federal, State and local laws, rules and regulations and policies as they relate to the financial operations of a large hospital; working knowledge of Generally Accepted Accounting Principles, Financial Accounting Standards Board and Government Accounting Standards Board pronouncements; strong analytical skills; strong critical thinking skills; ability to prepare, maintain and analyze accounting records, financial statements and reports; ability to supervise the work of others; ability to work independently; ability to establish and maintain effective working relationships with others; ability to communicate effectively, both orally and in writing; ability to prepare and present reports; ability to utilize a variety of electronic software applications including electronic information systems; high degree of accuracy; initiative; sound professional judgment; resourcefulness; confidentiality; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Accounting, Finance, Business Administration or closely related field, including or supplemented by 24 semester credit hours in accounting, and three (3) years of experience in accounting or financial recordkeeping.
NOTE: Possession of a Master's Degree in Accounting, Finance, or closely related field or license as a Certified Public Accountant may be substituted for one year of the general accounting experience.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
