The Real Estate Manager, under the direction of the Executive Director of Enterprise Operations, is responsible for the full range of property related management and activities including, but not limited to; leasing, management, planning and development, including properties located both on fee-simple and Tribal trust land. The position is also responsible for the business management and long and short-term strategic planning of all tribally owned enterprise property management companies, residential properties, including long-term residential trust land leases and commercial properties. The position is also responsible for all purchases and sales of properties, buildings and all other real estate related items falling under the scope of the Enterprise Real Estate Area of the Sault Ste. Marie Tribe of Chippewa Indians.
ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)
  • Manages business operations and oversees all Tribal enterprise property management companies.
  • Manages and oversees the general administration, Residential and Business Leases (BIA) right-of-ways, rights-of-entry, easements, and other land requests and ensures compliance with established applicable laws, regulations and Tribal policies, procedures, and practices; procuring title insurance, surveys, appraisals and environment audits and performing market surveys and property evaluations.
  • Financial administration such as budgets, expenditures, financial statement reviews and development and implementation of reporting systems.
  • Plans and directs marketing activities, operational plans and participates in strategic planning for property management companies.
  • Plans, directs and monitors property management projects including soliciting for bids, negotiating contracts, working with architects, vendors and outside service providers.
  • Oversees all personnel management activities, interviewing, hiring, performance, disciplinary determinations, personnel leave requests, payroll processing, and updating job descriptions, personnel forms and records, scheduling, directing and assigning and delegating responsibilities and training employees on business systems and processes.
ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following)
  • Develops and manages Tribal property records systems.
  • Develops and reviews and updates departmental policies and procedures.
  • Prepares, participates and/or delivers presentations to the Board of Directors.
  • Supports and participates in Economic Development projects.
  • All other job-related duties as assigned.
CONTACTS:
Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, Executives, Board of Directors, customers and outside vendors/service providers and Federal, State and local units of government.
PHYSICAL REQUIREMENTS:
Position primarily sitting/lifting a maximum of 10 pounds. Physical factors include constant use of smell, being able to distinguish, perceive, judge, and inspect, or observe details at close and far range, type; frequently being able to remain in stationary position, being able to distinguish verbal communications and exchange information; and occasionally lifting and carrying up to 10 pounds and being able to move about in office settings, reaching, bending and manual handling and travel for site visits. Working conditions include occasional exposure to weather and extreme heat/cold and wet/humidity. Working conditions include contact with the general public and as such could be exposed to infectious agents, etc. Protective equipment/clothing needed to perform the job include hazards kit with protective gloves, mask, etc. and personal protective equipment.
REQUIREMENTS:
Education: Bachelor's Degree required or five years of relevant experience in lieu of education.
Experience: Minimum of 5 years combined experience in the field of Property Management and/or Real Estate required. Minimum of 3 years supervisory experience required.
Certification/License: State of Michigan Real Estate License is recommended within the first year of employment. Must have a valid driver's license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department. Will be required to undergo and successfully pass a background check. Must maintain a good moral standing. Will be required to complete and pass pre-employment drug testing.
Knowledge, Skills and Abilities: Must have knowledge of Tribal trust land conveyance procedures, applicable Tribal, Federal and State laws and regulations related to property management and property conveyances, land use, land division and taxation and other related property considerations. Must have excellent organization skills. Must be able to communicate effectively, verbally and in writing, in a diverse range of audiences and settings. Must have good project management skills; provide strong leadership, prioritize project tasks, meet project deadlines and effectively communicate with personnel, coworkers, subordinates and the general public. Must have strong problem-solving skills. Must be able to work well under deadlines. Must be able to inspect tribally owned and prospective properties. Must be able to establish and maintain an effective working relationship with supervisory personnel, coworkers, subordinates and the general public. Must have working knowledge and ability to use word processing and spreadsheet and data base and property management software. Must be able to work with minimal to no supervision. Must maintain strict confidentiality and privacy. Native American preferred.
