The City of Phoenix Public Transit Department is the managing department of city transit service. Public Transit provides services including local bus routes, Phoenix Dial-a-Ride, RAPID commuter service, neighborhood circulators, and alternative transportation programs for senior citizens and people with disabilities. In addition to city transit service, Public Transit is a member of Valley Metro Rail which provides light rail service in Phoenix and other local cities.

The Grant/Revenue Programs section is seeking a Budget Analyst II (BA II) that will be responsible for grant compliance and accounting, regional support, audit, and administrative support functions for the department. While supervised by the Special Projects Administrator, the BA II assists with the monitoring and tracking of dozens of nonprofit subrecipients to ensure federal compliance and required reporting, procurement of vehicles and monitoring a fleet of subrecipient vehicles including maintenance, vehicle transfers, and disposals. The BA II assists with accounting and managing over 70 active Federal Transit Administration (FTA) and other federal grants for the region, totaling over $2B. The BA II also works closely with various departments, the Finance Department, and regional agency staff, FTA staff, subrecipients, and external customers.

Responsibilities include:

  • Coordinate on a team to manage accounting, administration, and compliance of all federal grants and required reporting.
  • Monitor and track subrecipient compliance with grant requirements and reporting.
  • Procure, manage, and track the fleet of over 350 vehicles for nonprofit subrecipients.
  • Procurement of grant vehicles and approve purchases in SAP.
  • Lead the Federal Transit Administration Section 5310 competitive grant process in conjunction with the Maricopa Association of Governments.
  • Coordinate with Management Assistant IIs and Accountant IIIs on the financial management of all federal grants for the department, ensuring compliance with all applicable federal requirements – monthly accounting, grant draw down requests, review/approve subrecipient reimbursements, prepare/submit quarterly FTA Federal Financial and Milestone Progress Reports.
  • Assist with responding to any audit of federal grant programs including FTA triennial reviews.
  • Write and coordinate the submission of competitive grant applications.
  • Provide administrative support.
  • Compile/review weekly reports for the Grants section and submit to Director’s office.
  • Assist with Audit Liaison duties.
  • Provide support to the Special Projects Administrator and other staff as needed.
  • Assist with conducting training sessions for subrecipients.

IDEAL CANDIDATE

  • Perform independently using judgment based upon a broader background of experience.
  • Knowledge of budgetary and financial software and systems.
  • Ability to create and write reports in Excel.
  • Proficiency skills in SAP.
  • Knowledge of federal grants and compliance requirements.

SALARY


$58,032.00 - $88,379.20 annually. Candidates may be hired up to $88,379.20 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Three years of experience in governmental budgetary and finance activities.
  • Bachelor's degree in finance, accounting, statistics, or related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

Experience in:

  • Preparing complex budget documents for multiple funding sources.
  • Working in a fast-paced environment.
  • Researching and analyzing financial data to make budget recommendations.
  • Budgetary processes and analysis.
  • Contract monitoring.
  • Federal grant reporting and budgetary expenditure analysis.
  • Evaluating expenditure estimates and recommending necessary adjustments.
  • Creating and writing reports in Excel.
  • Working with grants including compliance with regulations and eligible use of funding.
  • SAP.
  • Report preparation.
