What You Will Do

Join the Environment and Waste Programs (EWP) organization to provide leadership in environmental planning, protection, and compliance services at Los Alamos National Laboratory. Manage environmental planning, enduring environmental stewardship, and communications in support of the Laboratory's mission and operations.

As a Program Manager, you will manage the Enduring Environmental Stewardship Plan program and other programs within EWP. The primary portfolio responsibility involves management of the Laboratory's Enduring Environmental Stewardship Program and the planning and implementation of the institutional environmental communications strategy.

The program manager brokers with external DOE NNSA and EM customers, Laboratory management, and key subject matter experts to determine what work will be done to meet the customers' needs, general timeframes, and funding requirements. You will develop working relationships and integrated project teams that span existing internal and external institutional missions and extend into new opportunities as missions, policies, operational processes, and opportunities evolve.

As a Program Manager, you will serve as the primary interface for internal and external customers. A strong background in presenting to and negotiating is essential. The Program Manager will lead the Laboratory's efforts in several key areas including but not limited to the following:

  • Leading on-going program development and implementation including planning/programming, budgeting, work package management, team building/facilitation, staffing, monitoring, and communications;

  • Leading program interface and communications with internal and external stakeholders including Department of Energy (DOE) customers, institutional managers and organizational subject matter experts, Laboratory workers and others;

  • Managing program scope integration with other institutional requirements, policies, plans, and processes to ensure an integrated approach to supporting Laboratory mission and operations;

  • Providing programmatic planning, direction/requirements, budget allocations, and execution oversight for program-funded projects portfolio;

  • Managing key program deadlines, deliverables, products, and other initiatives as necessary.

What You Need

Minimum Job Requirements:

Program Management: Demonstrated experience leading projects and programs, including coordinating activities of other personnel and determining objectives and the methods/procedures needed to achieve deliverables. Demonstrated success in developing project activities, goals and objectives. Expert communication skills. Demonstrated ability to manage multiple tasks, often with competing deadlines.

Portfolio Management:

Advanced knowledge of the technical discipline of the assigned portfolio(s).

Data Visualization/Communication: Demonstrated expertise assessing and visualizing data to prepare clear, concise reports in support of briefings and reviews with Laboratory senior management, associate laboratory directors, and external stakeholders. Consultative experience in developing and nurturing effective high-level external and internal customer relationships.

Collaboration: Successfully demonstrated experience in developing and nurturing effective internal and external customer and stakeholder relationships. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Desired Qualifications:

LANL Operations

Familiarity with LANL operations including providing enduring environmental stewardship support to the Laboratory's mission.

Stakeholder Relations

Experience working with Federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction and trust. Experience working on integrated project teams to deliver environmental support and services. Experience building strong customer relationships and effectively communicating stakeholder voices.

Clearance: Active DOE Q Clearance desired.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
