Incumbent serves as Police Officer for the Police Department, responsible for enforcing state and local laws and maintaining public safety and security.

DUTIES:

Enforces local, state, and federal laws by implementing effective policy for the prevention and investigation of crimes to protect the lives and property of people.

Stops vehicles to check for proper registration, enforces traffic laws and speed limits with radar, issues warnings and/or citations and enforces parking laws and ordinances. Administers roadside sobriety checks and operates breathalyzer test apparatus as appropriate.

Responds to traffic accidents and emergency calls, radios for emergency assistance, assists the injured and comforts emotionally distraught persons, regulates and directs traffic, and escorts emergency vehicles. Assists stranded motorists as necessary.

Responds to/resolves public nuisance complaints, domestic disturbances and burglar/intrusion alarms, searching and securing as appropriate. Provides crowd control, riot control and security during labor disputes or demonstrations.

Mediates citizen disputes and helps solve problems, providing detailed explanation of complaints or legal procedures to victims, witnesses, and offenders.

Pursues suspects in vehicle and/or on foot. Subdues and arrests suspects, advising individual of constitutional rights, searching, seizing weapons/contraband, and transporting individual to detention facility accordingly.

Inspects and maintains condition of assigned uniform, vehicle, and equipment for cleanliness and professionalism.

Investigates traffic accidents, identifies owner(s) of vehicle, locates witnesses, measures skid marks, collects physical evidence, and photographs/diagrams scene following proper police procedures at all times.

Investigates citizen complaints, misdemeanor and felony violations for crimes against persons, children and/or property, missing persons, and illegal possession and sale of controlled substances. Maintains confidentiality and security of information and cases.

Secures, protects and documents crime scenes, including collecting, documenting, and preserving evidence. Reviews pictures, crime lab reports, and other documents to aid in investigation.

Locates witnesses of criminal activity, interviews and/or interrogates witnesses/suspects, and protects and/or counsels victims and witnesses as appropriate.

Checks status of, recovers, and inventories stolen property.

Participates in raids and provides security escort services and courtroom security as requested.

Serves as department liaison with elected officials, community leaders, and other law enforcement agencies.

Completes written reports, such as memos, letters, and activity reports. Enters data into computer system as required.

Performs booking procedures of detained individuals, including fingerprinting, obtaining background and medical information, photographing, searching individuals, and accounting for individuals money and personal property.

Attends prescribed in-service or other training programs for certification/re-certification in specialized law enforcement areas.

Testifies and presents evidence in legal proceedings/court as required.

Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED.

Must be at least 21 years of age.

Completion of Indiana Law Enforcement Academy Training as a Law Enforcement Officer.

Possession of or ability to obtain First Responder/CPR and handgun/firearm certification and ability to maintain certifications according to department and state requirements.

Ability to meet all employer hiring requirements, including passage of a drug test and medical and psychological exam.

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare/complete all required reports within department deadlines.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Ability to effectively communicate both orally and in writing with co-workers, other City departments, Child Protective Services, local schools and businesses, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Considerable knowledge of community geography and police jurisdiction and boundaries.

Working knowledge of radio frequencies, codes, procedures, and limitations.

Ability to operate standard office and law enforcement equipment, including computer, camera, breathalyzer, binoculars, baton/nightstick, radio, fingerprint equipment, tear gas/mace, drug/narcotic identification kit, handgun, shotgun, rifle, stun gun, radar gun, and audio recorder.

Ability to properly operate all assigned vehicles, equipment, and uniforms.

Ability to obtain and apply knowledge of applicable local, state, and federal laws, codes, ordinances, and accepted police procedures.

Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations, take authoritative action, and apply appropriate discretion and common sense.

Ability to obey all written and oral orders and directives from department supervisors.

Ability to protect oneself from contracting infectious diseases by avoiding high risk environments and by having knowledge of and utilizing universal health precautions.

Ability to perform essential functions of the position without posing a direct threat to the health and safety of self and other individuals in the work place.

Ability to perform arithmetic calculations quickly and accurately.

Ability to file, post, mail materials and maintain accurate records.

Ability to interview/advise people, including counseling/comforting victims and informing law offenders of rights.

Ability to regularly work weekends and evenings, and occasionally work extended/irregular hours, and occasionally travel out of town for training, sometimes overnight.

Possession of a valid driver’s license and demonstrated safe driving record.

II. RESPONSIBILITY:

Incumbent performs a wide variety of patrol and public assistance duties according to established
Departmental policies and standard police procedures, making independent decisions and taking authoritative action in response to situational demands. Errors in work are primarily detected or prevented by supervisory review or procedural safeguards. Undetected errors could result in loss of money to department or the public, damage to equipment/property, and possible loss of life and/or endangerment to self or others.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other City departments, other law enforcement agencies, Child Protective Services, local schools and businesses and the public for the purpose of exchanging information and ideas.

Incumbent reports directly to the Sergeant.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a police station and in the field, involving sitting/driving/walking/standing for long periods, sitting and walking at will, close and far vision, and hearing sounds. Incumbent is frequently exposed to normal hazards associated with law enforcement, traffic control and regular vehicle patrols, such as adverse weather conditions and traffic. No prolonged, extreme physical demands are associated with normal duties or assignments, but incumbent may exert strenuous physical effort during emergency situations, such as pursuing suspects by driving a vehicle at high speed, running, climbing stairs, forcing entry, scaling walls, jumping fences, apprehending/subduing offenders, and assisting with evacuation and care of accident victims.

Incumbent is regularly required to work weekends and evenings, and is occasionally required to work extended/irregular hours and travel out of town for training, sometimes overnight.
