Payroll Manager Summary
The Payroll Manager will oversee and supervise the organization’s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. This role will partner with other departments to provide support and analytics for any payroll related items.
Payroll Manager Supervisory Responsibilities:

  • Provides daily support and guidance to the payroll team in order to support the company in all areas of payroll.
  • Plan and organize all activities of the department while also mentoring the payroll team to ensure they are successful in maintaining the HEART values.
  • Provides constructive and timely performance evaluations.
  • Provides departmental items for HR Team Budget

Payroll Manager Essential Duties/Responsibilities:

  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Prepares and maintains accurate records and reports of payroll transactions.
  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Facilitates audits by providing records and documentation to auditors.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Demonstrates broad knowledge of Payroll business processes and measurements of business success.
  • Oversees all future Payroll system features and module roll outs.
  • Create payroll reports that present data in a clear manner.
  • Work closely with the HRIS & Benefit teams to ensure accurate set up of earning & deduction codes, tax codes, and any other payroll related functionality needed.
  • Partner with Finance to maintain the payroll GL export and to resolve any payroll related items.
  • Provide payroll and headcount reports to assist with budgets.
  • Oversee multiple payrolls and state and local payroll taxes including quarterly and year-end process. Including the balancing of payrolls to validate the GL postings.
  • Reviews and approves all payroll software invoices, submitting for processing.
  • Oversees all payroll tax payments and reporting, resolving issues with federal and state agencies.
  • Maintains online user accounts for withholding and unemployment taxes.
  • Preforms monthly account reconciliations for any payroll taxes or deductions and submits to accounting at month end close.
  • Collaborate with all HR teams on policies and processes related to payroll processing.
  • Performs other duties and projects as assigned.

Payroll Manager Required Skills/Abilities:

  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
  • Maintains all levels of confidentiality, especially with sensitive payroll information.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with payroll software.

Payroll Manager Education and Experience:

  • Bachelor’s degree or 7+ years’ experience in managing multi-state payroll processing.
  • Advanced knowledge of payroll functionality, taxation, and federal/state laws.
  • Experience in supervising a team

Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer.
