About the Department
The NC State Office of General Counsel provides, manages and coordinates all legal services for the university in a collegial, responsive and professional manner. The office provides legal and risk management advice on a wide variety of matters to the Board of Trustees, the Chancellor, senior officers, other university administrators, and faculty and staff who are acting on behalf of the university. These matters include, but are not limited to, employment, student affairs, athletics, public records, real property, sponsored programs, intellectual property, purchasing and civil rights. The office represents the university in administrative proceedings before federal and state agencies and coordinates all litigation matters.

Essential Job Duties
Reflecting the wide variety of functions performed by the Office of General Counsel and the dynamic nature of the university environment, the duties of the Paralegal position involve both traditional paralegal activities and non-traditional, creative, and technical activities. The successful candidate will be able to perform both types of activities at a high level.

Consistent with the standards articulated by the American Bar Association and the requirements of the North Carolina State Bar concerning paralegals, this position will perform traditional paralegal duties including, but not limited to:
  • Coordinating litigation efforts and activities (discovery, depositions, legal briefs, etc.) with outside counsel;
  • Proofreading, drafting, and finalizing various correspondence, legal documents, and reports;
  • Assisting with mass document production that involves analyzing, cataloging, and copying correspondence, policies, and other exhibit items;
  • Handling bankruptcy and collection matters;
  • Researching legal issues, and performing computer-assisted legal research;
  • Assisting in-house counsel with a compilation of materials and response to administrative complaints filed with government agencies (e.g., EEOC, OCR, OAH-CRD, DOL);
  • Conducting routine and specific legal and factual information research and data compilation, as directed by attorneys;
  • Performing preliminary document review of contracts and settlement agreements;
  • Researching public records online and via communication with state and local officials;
  • Issuing litigation holds and managing litigation hold process;
  • Prepare and file proof of claims and track bankruptcy actions;
  • Managing tort claims process in partnership with the Office of the Attorney General;
  • Handle claims involving state property damage;
  • Track open and closed cases and provide periodic reports as requested by the Vice Chancellor and General Counsel;
  • Assisting with transactions, including preparing and maintaining documents and files;
  • Assisting the University Records Officer with compiling and preparing responses to public records requests.


Equally important, this position will perform non-traditional, creative, and technical activities in support of the outreach activities of the Office of General Counsel. These duties may include but are not limited to:
  • Preparing presentations, slideshows, newsletters, and other educational materials in connection with seminars and training sessions;
  • Designing, creating, and editing websites and other online resources, portals, and tools for use and reference by the campus community; and a variety of other projects as assigned.

The paralegal position reports to the Deputy General Counsel.

Other Responsibilities
Other responsibilities include, but are not limited to the following:
  • Proof, draft, and finalize various correspondence, legal documents, and reports.
  • Assist with mass document production that involves analyzing, cataloging, and copying correspondence, policies, and other exhibit items;
  • Provide support to the University Compliance Steering Committee, Compliance Officials Working Group, and Professional Sports Counseling Panel.
  • Perform other duties as assigned by the supervisor.

Qualifications

Minimum Experience/Education

Completion of an accredited paralegal program; or an equivalent combination of training and experience.



Other Required Qualifications
  • Experience or strong interest in graphic design preferred.
  • Must be able to work efficiently in a high-pressure and deadline environment.
  • Knowledge of presentation software programs such as Prezi.
  • Experience using document management systems, such as Worldox, Clio.
  • Knowledge of United States Bankruptcy procedures for Chapters 7, 11, and 13.
  • Knowledge or experience using the Wake County Electronic Filing System.
  • Proficiency with PACER (or similar software).
  • Strong knowledge of Federal, State, and Local Rules of Court, the Federal and State Rules of Civil Procedure, the North Carolina General Statutes, and the North Carolina Administrative Code.

Preferred Qualifications
  • Ability to read, interpret and consistently apply laws, policies, procedures, and guidelines.
  • Excellent computer knowledge and intermediate skill level with Microsoft Office Suite and Adobe Acrobat Professional.
  • Exceptionally well organized, resourceful, detail-oriented, and pay extremely close attention to detail.
  • Excellent interpersonal skills, in person and over the telephone.
  • Excellent written and verbal communication skills.
  • Professional work habits and office demeanor.
  • Must exhibit excellent work habits.
  • Demonstrated critical thinking, proficiency in problem-solving, sound judgment, and decision-making skills.
  • Graduation from an accredited school of paralegal training and professional paralegal experience, preferably with a law firm or an equivalent combination of education and experience is strongly preferred.
  • Notary preferred.

Required License or Certification
Paralegal certification from the North Carolina State Bar, NALA, or NFPA; or equivalent license or degree.
