Job Duties

Virginia State Police is seeking to hire a Network Operations Center (NOC) Supervisor at State Police Headquarters in Chesterfield County, Virginia. The purpose of this position is to supervise the trouble reporting, monitoring, configuring, maintenance activities, performance, and the health of the Statewide Agencies Radio Systems (STARS) Network. Employees proactively monitor network platforms and applicable systems in order to identify potential problems and perform appropriate corrective measures to ensure continuity of the communications systems throughout the Commonwealth. Subordinates investigate system alarms, assesses environmental conditions, and determines the correct response or course of action necessary to restore service. This position ensures that documentation of daily operations is maintained and that technical duties that are somewhat complex follow standard procedures and guidelines. The employee in this position is aware of and is proactive in ensuring: a strong internal control environment; ensuring Department assets are safeguarded to prevent waste, loss, unauthorized use, or misappropriation; Department objectives are achieved by maximizing operational efficiency and effectiveness; and applicable laws, regulations and policies are consistently followed.

  • Manages the operability of the STARS network infrastructure and usage of the system; and supervises the operability of Virginia Criminal Information Network (VCIN).
  • Supervises NOC personnel through the generation of management reports, the Daily Trouble Ticket Report, and Weekly reports for User Advisory Radio Committee (UARC) agencies.
  • Supervises Radio ID (RID) data entry.
  • Supervises Key Management Facility (KMF) data entry to ensure encryption keys are changed in the subscriber fleet.
  • Maximizes performance and morale through effective leadership.
  • Supervises staff by establishing priorities, evaluating performance, assessing developmental needs, and correcting substandard performance and discipline issues.
  • Communicates clearly and concisely with staff and encourages staff to maintain open communications.
  • Effectively identifies and resolves personnel conflicts.
  • Communicates safety issues with employees to ensure a safe workplace.
  • Continuity of operations is maintained through cross-training and development of current desk procedures.

Minimum Qualifications

  • Considerable knowledge of telecommunications equipment, processes, and systems, local and wide area network technologies, database system operation and maintenance, and client/server system network management system operation and maintenance.
  • Knowledge of supervisory skills and strategies to engage staff for high performance.
  • Skill in operating computers and using Microsoft applications.
  • Demonstrated to ability to supervise staff and build collaborative relationships; to work independently and as
a team member; to diagnose equipment and software problems or escalate to the appropriate level
engineers/technicians within established timeframes; and to work rotating shifts, holidays and weekends as needed.
  • High School or GED equivalent, U.S. citizenship or having been a lawful resident of the U.S. for the past 10
consecutive years is required.
  • Ability to obtain VCIN Level A certification.
  • Excellent oral and written communications skills required.

Preferred Qualifications:

  • Knowledge of Department policies and procedures a plus.
  • Knowledge of computer networking preferred.
  • Experience leading a team of nine or more employees preferred.
  • Prior public safety communications experience
is preferred.
  • Advanced knowledge or experience in MS Office applications as well as computer operations and problem resolution are preferred.
