This full time permanent Career Executive position is located within the Bureau of Information Technology Services, Division of Business Management, Department of Transportation headquartered at the Hill Farms State Office Building on the near west side of Madison. Position Summary
As the ITO Section Chief, you will oversee and provide direction for over 40 staff including dedicated IT supervisors as well as subject matter technical experts in three units: Enterprise Portfolio and Architecture Management, Enterprise Endpoint Technology Engineering, and Cloud Services and System Engineering. The ITO Section provides technical expertise and manages all aspects of the design, implementation, operation, and support of WisDOT enterprise services related to servers, backup, storage, networks, web application platforms, cloud integrations, copiers and printers, IT architecture, IT Project Management Office (PMO), Microsoft Office products (e.g., O365, SharePoint, collaboration tools), workstation hardware and software, virtual workstations, AV equipment, and more.
As the BITS ITO Section Chief, you will:
- Supervise three section unit supervisors
- Oversee and direct section operations, projects, and incident responses
- Lead development and monitoring of Section operating plans, budgets, and policies, procedures, standards, and guidelines
- Define, implement, and monitor section services
- Identify and maintain adequate staff resources to ensure cost-effective, customer-focused delivery of enterprise services
As a member of BITS Leadership, you will:
- Work collaboratively with other Section Chiefs, and assist and advise the BITS Director and Deputy Director on priorities, finances, hardware/software purchases, staffing issues, business opportunities, and customer service issues
- Lead, participate in, and/or assign appropriate resources to agency, interagency, or state IT infrastructure planning and project teams
- Represent WisDOT business technology needs on state ITO planning teams
- Partner within WisDOT on research, planning, specification, implementation, and management of BITS services
Salary Information
This Career Executive position is in schedule-range (70-02) with an annual salary of $104,000 - $121,700 (or $50.00 to $58.51, plus excellent benefits. A 2-year Career Executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This position may require travel to various staff and customer locations throughout the state.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications
Minimally qualified applicants must detail having experience performing all the following in order to be considered:
- Working in an IT supervisory or management role (performing functions such as overseeing a team of IT professionals, identifying resources, budget management, conducting performance reviews, etc.)
- Working in IT operations as a project/program manager for large/complex IT projects and/or implementations
- Utilizing ITIL framework for incident, problem and/or change management
- Managing operations with Service Level Agreements (SLAs), metrics, and/or reports
In addition, a well-qualified applicant will also have experience performing at least one or more of the following:
- Working with third parties/vendors in the provision of IT services
- Managing cross functional teams
