The Position

The Water Resource Recovery Operations and Services Department is seeking a Wastewater Planner and Scheduler in the Forest Grove Operations and Maintenance program. This position performs project planning, scheduling, and assigning of duties in relation to installation, maintenance and repair for the mechanical equipment and machinery in District water resource recovery facilities and pump stations. Assists the Plant Superintendent with daily operations of the facilities by planning and managing programs and activities for the efficient operation of the District’s secondary water resource recovery facilities (Hillsboro and Forest Grove). Provides oversight for all plant operations and processes and ensures compliance with local, state, federal, and regulatory agencies.

Essential Functions

  • Assists in the development and implementation of water resource recovery facilities and pump stations strategic initiatives for planning, scheduling, and managing.
  • Negotiates with contractors, vendors, and consultants regarding the scope and cost of services, administer contracts, and manages work performed under the contract, including, but not limited to, third party vendor contracts.
  • Completes follow-up paperwork and tracks and processes payments in a timely manner.
  • Oversees, organizes, assigns, plans, and schedules the work for the Hillsboro and Forest Grove facilities. Administers the preventive and corrective maintenance process for plant equipment, treatment plant operations, and process control using Computerized Maintenance Management Software.
  • Schedules and coordinates contract services work for pumps, fence repair, pressure washing of infrastructure and other related services. Obtains estimates and builds in-house work packages for project work. Tracks and documents warranty and post-inspection work. Reviews and audits work performed to ensure it meets the warranty standards.
  • Serves as the point of contact for the Forest Grove/Hillsboro Facility for other departments, supervisors, and project managers regarding work assignments and project scheduling. Conducts site visits to collect information needed to resolve problems and offer solutions to assigned work.
  • Conducts research efforts to obtain data related to the assigned areas; uses data to define issues, makes recommendations and day-to-day decisions; and schedules work for the plant.
  • Completes initial planning for the preventative and corrective work in coordination with our major construction projects. Takes and interpret measurements, orders equipment, and assists engineering.
  • Assists the department in developing and auditing Job Safety Analysis documents.
  • Assists with the planning, design, construction and startup of assigned treatment facilities improvements and expansion. Ensures regulatory compliance is maintained during construction activities.
  • Manages the plant library for current equipment. Researches and evaluates data, provides recommendations in regards to modifications and upgrades on current equipment.
  • Coordinates with the Procurement program to purchase materials and supplies needed for the Hillsboro and Forest Grove Facilities and monitors insurance spare parts.
  • Leads the coordination for quarterly testing, including odor media, asbestos, and crack monitoring.
  • Drives a District or personal vehicle for work related purposes.

Qualifications

KNOWLEDGE OF:


  • Principles, methods and materials used in the installation, repair and maintenance of a variety of wastewater collection systems, wastewater treatment plant processes, pumping stations, and related equipment
  • Operational and process system requirements
  • Principles and practices of project development, modern and complex principles and practices of program development and administration
  • Scheduling, planning, and management
  • Control systems related to maintenance and repair
  • Preparing job estimates
  • Computerized maintenance management systems
  • Safety and inspection practices and procedures
  • Pertinent Federal, State and local laws, codes, and regulations
SKILL IN:
  • Use of hand and power tools which include tape measures, calipers, micrometers, and levels
  • Proper mechanical and machine fitting
  • Read and interpret blueprints, mechanical drawings and scopes of work
  • identifying problems, suggesting and justifying alternative solutions
  • Reviewing and interpreting specifications, plans, maps, reports, and contracts pertaining to the operation of treatment facilities
  • Maintaining accurate records of work performed
  • Estimating necessary materials, parts and equipment to complete requested work
  • interpreting and explaining maintenance and operations policies and procedures
  • Troubleshoot, plan and schedule work

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:

3+ years of experience planning and scheduling work in an industrial wastewater treatment facility; and

3+ years of experience in treatment plant operations or maintenance

College level coursework or training in wastewater treatment, mechanical maintenance, treatment operations, civil engineering or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:

Upon selection, candidates must possess and maintain a valid state issued driver’s license.
