Summary: The purpose of this position is to administer and direct the Human Resources activities and employment practices of Dillon County Government, including all areas of personnel administration, hiring, training and staff development, grievances, labor and employee relations, discipline, as well as assisting with benefits administration, personnel budgets, and utilization of County funds.
Essential Functions: The following duties are normal for this position. They are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.
- Leads County compliance with all existing federal and state labor laws including the Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and the Family Medical Leave Act (FMLA).
- Assists and advises Elected Officials and Department Heads on human resource-related matters to assure compliance with County personnel policies and federal and state law.
- Participates in the decision-making process regarding personnel actions which would result in position reclassification, promotion, demotion, termination, etc.
- Assists Department heads with the development and revision of Position Descriptions.
- Oversees preparation of job postings, advertisements, and related recruiting activities.
- Assists and advises department heads and supervisors with the interview and hiring process.
- Processes pre-employment background check requests and communicates results of pre- employment drug screens. Ensures that County policy and procedures are followed for the hiring of a new employee.
- Conducts the new hire employee orientation process and assists with the completion of new hire paperwork.
- Maintains and updates the I-9 files as necessary.
- Assists Department Heads and Supervisors with employee performance issues, and advises them on preparation of Performance Improvement Plans.
- Acts as a liaison between employees and management to resolve personnel related problems, complaints and grievances.
- Investigates complaints of harassment, discrimination, or other employee concerns, as necessary, reporting results and recommending course of action to County Administrator and Council.
- Reviews and recommends employee discipline matters. Counsels’ employees on personal and work-related matters; refers to EAP as appropriate.
- Attends and directs due process and disciplinary action activities and meetings.
- Participates in executive, management, and County staff meetings and attends other meetings, training and seminars.
- Prepares termination and retirement letters to separating employees and advises appropriate departments of date of separation.
- Consults with County Administrator and County Attorney/Labor Attorney as needed for legal interpretations of complex employment issues.
- Develops and presents supervisor and employee training sessions on topics such as Leadership Development, Diversity in the Workplace, Equal Employment, Sexual Harassment, etc.
- Advises and coaches management and/or supervisory staff on County policy, regulations, procedures and employment laws.
- Provides guidance to all department heads and Council on following progressive disciplinary procedures in compliance with county policy, contract provisions, and state and federal labor laws.
- Maintains on-line training system and assigns employee training as necessary.
- Administers the Workers’ Compensation program - submits claims in a timely fashion, maintains records, replies to request for information regarding claims. Works closely with worker comp carrier to address issues and to ensure employee’s return to work, restricted duty.
- Serves as County Unemployment Compensation Coordinator. Oversees preparation and submission of claims and responds to inquiries for information regarding claims. Attends unemployment hearings, mediation, and arbitration hearings as necessary. Maintains accurate records for claimants and assures full compliance with Employment Compensation Laws.
- Works closely with the Payroll/Benefits Administrator and County Administrator in dealing with insurance providers on benefit concerns and provides input on rates and renewals for benefit programs.
- Conducts a continuing study of all Human Resource policies, programs, and practices to keep Management Team informed of new developments.
- Reviews, maintains and updates the County Personnel Policy manual and prepares clarification memos/updates with regard to changes in personnel policy and procedures.
- Maintains employee personnel files and medical files in compliance with regulations.
- Prepares and scans employee files for electronic storage
- Administers FMLA, leave requests and disability requests.
- Prepares a variety of reports and correspondence; prepares surveys.
- Administers several County policies found in the Policy and Procedure Manual.
- Administers various Employee benefits activities. (ie: health fairs, training, recognition programs, etc.)
- Performs other related functions as assigned or required.
Education and Experience: Bachelor’s Degree in Human Resources Management,
Management, Public Administration, or a related field, and two to four years of experience involving human resources management and labor relations, preferably in the public sector; or any combination of education, experience and training that provides equivalent knowledge, skills and abilities. Must possess a thorough knowledge of human resources laws and government regulations including FLSA, EEO, FMLA, ADA, etc. Prior benefits management experience a plus.
Additional Job Requirements: Valid driver’s license, satisfactory pre-employment drug screen, background check, and completion of computer skills testing.

- Must possess ability to maintain confidentiality in regard to employee information and records.

- Must have an understanding of the County Government’s responsibility to the taxpayers and an understanding of what affects the bottom line.
Mathematical Ability
- Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions and algebra.
Physical Requirements
- Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer and other office machines and/or related materials used in performing essential functions.
- Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinated movements such as typing.
- Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.
- Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
Environmental Adaptability
- Ability to work under safe and comfortable conditions where exposure to environmental factors is minimal and poses a very limited risk.
