Principal Functions:

The Human Resources Compliance Officer supervises compliance with all federal and local regulations and monitors various HR policies and programs to support a culture of continuous process improvement, under the direction of the People and Culture Director and Firm Administrator.

Essential Duties and Responsibilities

People Relations, Compliance:

· Supervises and coordinates compliance reports with federal, state, and local employment laws and regulations. Reviews policies and practices to ensure compliance.

· Supervises proper documentation and tracking of employee manual and HR policies distribution.

· Coordinates all annual training obligations, such as anti-harassment, EEO, FMLA, ADA, etc.

· Ensures all annual reporting obligations are fulfilled:

o EEO reports

o VETS

o Benefits compliance forms (5500 forms)

o OSHA

o Others required HR compliance reports

o Performs periodic audits to ensure compliance obligations are met.

o Maintains an annual calendar as a guide for compliance deadlines.

· Coordinates the Retirement Plan audit process:

o Provides information

o Presents findings and discusses results with the People and Culture Director and Firm Administrator.

· Supervises the Affirmative Action Plan:

o Tracks progress of good faith efforts to reach annual AAP goals.

o Notifies AA/EOE contacts and applicable government agencies of all job openings and prepares mails of EEO letters for each recruitment agency.

o Provides AAP, EEO and Veterans Reports for Firm’s Affirmative Action Plan compliance initiative.

o Notifies applicable government agencies and other sources the employment advertisements for compliance procedures.

· Maintains the required by law posters with updated information as applicable.

· Documents user-friendly Human Resources workflows, SOP’s and procedures as required by the People and Culture Director & Firm Administrator.

· Verifies tracks and maintains I-9 compliance documentation.

· Creates electronic files for new employees on SharePoint platform.

· Maintenance of electronic HR department files (SharePoint)

· Maintains scorecards to measure Human Resources KPIs:

o Provides monthly data or statistical information to generate reports and department metrics on the following areas: compliance, recruitment, headcount, benefits and others.

· Responds to Unemployment Compensation and other benefits or statutory claims.

· Supervises employees exit compliance process (Resignation/termination).

GIS & Independence Policy:

· Ensures compliance in the Global Independence System Consolidator (GIS)- HR Report.

o Processes transactions and confirms compliance monthly.

o Annually, conducts internal audits to confirm compliance.

o Offers guidance to the management group about required procedures to be following this policy.

o Ensures compliance with Independence policies and procedures.

Employee Benefits:

· Revises and supervises recurring benefits transactions processed by the Administrative and Benefits Assistant. (Additions, Changes, changes in eligibility, termination of medical plan, dental plan, Inspira, AICPA Life Ins. & LTD as applicable) to ensure compliance.

· Processes Retirement Plan transactions (Additions, terminations, distributions, hardships, loans, reports, etc.)

· Responsible for the coordination and supervision of COBRA benefits procedures.

· Generates and monitors usage reports and balances of applicable employee licenses.

· Coordinates and validates compliance with all procedures and documentation (ADP platform) for integration and onboarding of new employees of the firm.

· Processes pertinent changes in benefits platform (ADP Benefits. Time off, Time & Attendance) when promotions, transfers or personnel transactions occur, as applicable.

· Coordinates the Total Compensation reports that employees receive annually.

Talent Acquisition and Onboarding Process:

· Coordinates the offer packets, benefit packets and other employee related

information under direction and approval of People and Culture Director and Firm Administrator.

· Supervises pre-employment background investigations and decisions.

· Participates in Human Resources Department Onboarding orientations.

People Compliance, CPE Program:

· Maintains the actualization of the latest programs or initiatives for the control and registration of the continuing education credits of all the Firm's employees.

· Supervises the recordkeeping process, according to established compliance requirements of each Firm’s department.

· Conducts internal audits to validate and ensure credit hours reports are corrected:

o An audit of the credit hours information will be performed twice a year (during August and January) by HR Compliance Supervisor ascertain that they are correctly adjudicated to every employee and that the hours for specialized industries are correctly stated.

· Supervises the CPA license renewal process for applicable personnel:

o Reports

o Deadlines

o Procedures

o New CPA documentation

· Informs and coordinates with new CPAs about eligibility for membership with the AICPA.

Other Projects:

· Supports the People & Culture and Firm Administrator in any assigned or required project to comply with the HR needs of the Firm.

Qualifications and Requirements:

· Bachelor’s degree in business administration with a Human Resources Management or Labor Relations concentration.

· Must have 3 years of experience in HR involving compliance, auditing and regulatory matters, plus strong benefits compliance experience.

· Must have working knowledge of state and federal employment including but not limited to Affirmative Action Plans, FMLA, Retirement Plans compliance and other local regulations.

· Ability to plan, organize and prioritize multiple tasks simultaneously, completing assignments on-time and with accuracy.

· Understands importance of process controls and compliance risk.

· Excellent organizational, written, and verbal communications, presentation, interpersonal and project management skills.

· Solid knowledge of HR systems (ADP), infrastructure, and the development and delivery of HR metrics/dashboards.

· Ability to work in a team environment and foster positive interpersonal relationships.

· Must prove enthusiasm, a sense of urgency, attention to detail, commitment and follow-through while keeping confidentiality and meeting deadlines.
