The Senior HR Business Partner provides senior level Human Resources generalist support and consulting services to the assigned customers in the Health Department on many human resources functional areas. Human Resources services will include: complex analysis of business and operating needs; performance management; discipline and grievance handling; employee and labor relations; internal investigations; classification and compensation; recruitment and selection; leave administration; workforce planning and development; safety and worker compensation. Work is performed independently, yet within a team environment to ensure matters handled are dealt with in a consistent manner within the Health Department. The Senior HR Business Partner is considered a subject matter expert in areas listed above. In this role, you will serve as an HR Business Partner to portions of the Health Department and may include Behavioral Health, or other areas such as Public Health, Integrated Clinical Services, Corrections Health, the Director’s Office and Finance & Business Management.
As the Senior HR Business Partner, you will:
  • Advise managers and supervisors on the coaching of employees; assist in resolving employee conflicts.
  • Assist managers and supervisors in performance management, behavior modification, and corrective action.
  • Assist managers in applying and interpreting collective bargaining agreement language, Personnel Rules, Administrative Procedures, County and Health Department policies and procedures, and Federal, State and local laws.
  • Research, interpret, and apply collective bargaining agreements, Personnel Rules, Administrative Procedures, County and Health Department policies and procedures, and Federal, State and local laws to respond to managers, supervisors, employee and applicant requests or complaints.
  • Build consensus and collectively work with management to develop the best approach to handle a variety of situations.
  • Participate and advise Health Department Leadership Team, senior leaders, department management, and Labor Relations in Personnel Rules changes, contract interpretations, and contract negotiations.
  • Participate and testify at hearings, trials, and arbitrations as needed.
  • Advise and assist managers and supervisors in planning, communicating, and implementing reorganizations/restructurings.
  • Advise employees on the requirements for career development and/or advancement, including required knowledge, skills, abilities and certifications, using the classification specifications, Health Department Succession Plan, etc.
  • Develop HR internal process and procedural improvements to inform, educate, and persuade a diverse audience such as department employees, managers and supervisors, Human Resources staff, union representatives, and other County partners

Minimum Qualifications/Transferable Skills*:
  • Training and experience equivalent to a bachelor's degree, AND
  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.
  • Must pass a reference check.

  • Possession of a Valid Driver’s license
  • PHR, SPHR, IPMA or like a Human Resources (HR) certification
  • SHRM, IPMA, PHRMA, or NHRMA or professional HR membership

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy Building, 619 NW 6th Ave, Portland, OR 97209.
