Job Description
DP&R provides the full range Human Resource/Military Personnel support services to the United States Army Garrison Fort Lee, Directorate of Human Resources, Military Personnel Division. Services include In and Out processing, Processing personnel actions, Retirement Services including benefits and entitlement counseling/processing both pre-retirement and post retirement, Assignment processing including Soldier family travel, Transition processing for Soldiers who are separating from the Army and Reserve and National Guard Soldiers that have completed their active duty training, and ID Card services for Soldiers, Retired Soldiers, their families and Civilian Government employees and Government Contractors. DP&R performs the planning, programming, administration, management and execution necessary to meet the installation mission requirements of the United States Army Garrison, Directorate of Human Resources, Military Personnel Division.
Tasks:
- The General Clerk selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals
- The clerical steps often vary in type or sequence, depending on the task
- Recognized problems are referred to others
- Solicits, compiles, and summarizes simple data from program staff regarding various administrative data sources
- Be fully proficient on IPPS-A system once trained
- Reads, interprets, and applies policies, regulations, Standard Operating Procedures (SOP), and other procedural guidelines to ensure compliance for a broad range of administrative activities
- Wear an ID badge at all times when performing work under this contract at a Government site, to include attending Government meetings and conferences
- In-process newly arriving Permanent Party Soldiers and Student Officer and Enlisted Classes to Fort Lee
- Provides instruction and education to the Soldiers on the importance of completing and updating Record of Emergency (DD Form 93)
- Processed convening Officer Promotion Boards
- Update Officer Records Brief (ORB) and Enlisted Records Brief (ERB)
- Maintain Personnel Records – In accordance with DA regulatory guidance and AG policies, the Contractor shall maintain and update as necessary the Army Human Resource Record (AMHRR) for all attached and assigned personnel
- Initialized Permanent Party Soldiers and Student Officers in DAISM per request from unit for Final Outs
- Out-process Permanent Party Soldiers and Student Officer and Enlisted assigned from the Installation by clearing in DAISM System and collecting all required documents
- File and maintain all In-Processing and Out-Processing Packets in file cabinets
- Pull Request for Orders (RFO) down TOPMIS on Student Officer’s and prepare Permanent Change of Station (PCS) Orders
- Process Personnel Actions such as Name Changes, Enrollment in Army Married Couples Program
- Provide overseas briefing on Student Officers PCSing overseas by providing necessary forms and instructions for them to complete
- Prepare and validate Computation of Service on Servicemembers
- Performs office automation duties using such software applications as electronic mail, desktop publishing, calendar, WORD, Excel, Access, and/or graphics
- Carries out recurring office procedures independently
- Handles differing situations, problems, and deviations in the work of the office according to the staff’s general instructions, priorities, duties, policies, and program goals
- Refers non-routine requests to appropriate managers or staff
- Maintains office files according to record keeping requirements
- Responds to routine telephone requests that have standard answers
Qualifications:
- Must have a high school degree and 5 years of applicable experience
- Must be skilled in use of various office automation, hardware, and software components and packages (e.g., word processing, electronic mail, schedulers, spreadsheets, databases, tables and graphs)
- Must possess knowledge of the principles, methods, practices, and techniques of written and verbal communication
- Must be skilled in communication techniques to gather and disseminate information and communicate problems and results
- Must have the ability to work well with others and manage multiple tasks, with good organizational skills
- The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job
- Must be able to sit or stand for long periods of time, talk on the telephone, work on a computer for extended periods of time
- Must possess: visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone and keyboard
