Overview:
The Laboratory Protection Division at the Oak Ridge National Laboratory (ORNL) seeks a Foreign Ownership, Control or Influence (FOCI) Coordinator. This position would be part of the Personnel Security Team within the Facilities and Operations Directorate. The FOCI Coordinator facilitates the Facility Clearance process for UT Battelle, LLC, ORNL and its tier subcontractors.
Job Duties and Responsibilities:
- Serve as a liaison between ORNL and various subcontractor facilities and the DOE Oak Ridge Field Office.
- Ensure that the Facility Clearance to include a favorable Foreign Ownership, Control or Influence determination and other required elements of the Facility Clearance are in place prior to award of the contract.
- Provide a range of security and compliance guidance needed to support the adherence of security requirement objectives through contract clauses, terms and conditions, principles, flow down of security requirements, security plans, periodic reviews, assurance activities and policy changes.
- Review and interprets DOE orders and directives, national policy and corporate policy and implements through ORNL policies/practices to ensure good risk-based security while enabling the mission.
- Plan, facilitate and coordinate efforts to ensure flow down of the appropriate security requirements into lower tier contracts.
- Review and evaluate security operations of contractor-operated facilities through continual assessments and site visits in support of our national security. Lead projects, as required, and support initiatives within the Laboratory.
- Work collaboratively with internal and outside organizations, to include, but not limited to, Procurement, DOE Oak Ridge Field Office, ORNL DOE Site Office, Personnel Security staff, Cyber, ORNL line management, Field Intelligence Element, Counterintelligence, amongst others as necessary on several initiatives.
- Effectively operate in a team environment and interact with all levels of personnel, including the ability to network with others in the industry in order to build and promote a collaborative working environment.
- Provide essential customer service to both internal and external organizations.
- Develop tools and recommend new systems, processes, training, etc. to continuously improve the Program.
- Serve in an Assurance capacity for self-assessment, security audits and other program assurance activities including assessing findings, developing corrective action plans and tracking and implementing milestones.
- Provide program facilitation, coordination, and guidance through interactions with internal and external customers regarding matters related to the facility clearance process and the registration of security activities.
- Obtain general knowledge of various Security disciplines to include Program Management Operations, Physical Protection, Information Security, and Personnel Security.
- Conduct assessments identify findings and observations and develop and implement sustainable corrective action plans.
- Obtain general knowledge of Procurement policies and processes.
- Experience with DOE, DOD and Executive directives and experience interpreting requirements and developing and implementing policy to comply with those requirements.
- Ability to manage projects, including scheduling and tracking tasks to completion and developing and documenting metrics. Excellent customer interface skills; experience in supporting external and internal customers; experience working with DOE/NNSA, Sandia management, and all levels of Sandia employees.
- Ability to work in a team environment including successfully supporting group decisions, being tactful, and soliciting opinions from customers and coworkers.
Basic Requirements:
- A minimum of seven years’ experience in a relevant discipline or equivalent combination of education and experience.
- This position requires an active clearance from DOE as well as the ability to obtain and maintain the clearance. As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an on-going random drug testing program.
Preferred Requirements:
- Advanced degree preferred.
- Working knowledge of DOE orders.
- Knowledge of standard office software systems (Microsoft Office suite).
- Strong verbal and written communication skills and compliance, documentation, interpersonal, and organization management skills.
- Organized and with the ability to prioritize and manage multiple activities simultaneously.
- Experience working in a classified environment a plus.
- Some travel is required.
- Ability to coordinate many projects simultaneously with changing priorities.
- Must possess the ability and willingness to work effectively as a member of a team as well as independently as required.
- Ability to interface with scientific and technical staff utilizing excellent human relations skills.
- Excellent written and oral communication skills; experience with presentation development and delivery to large audiences.
- Strong project management and organization skills, including the demonstrated ability to manage multiple projects and adapt to multiple tasks and changing priorities in a dynamic and demanding environment.
