Overview:
We are seeking a Financial Analyst to support the Deputy Assistant Secretary of the Navy (DASN) team located at the Pentagon, in Arlington, VA. This position is onsite.
Responsibilities:
  • Provide, monitor and coordinate input for the development of Plans of Action and Milestones (POA&Ms) for development and the submittal of the Program Objective Memorandum (POM) to the DON.
  • Provide programmatic support for the development of programs during the for PPBE process.
  • Analyze financial information in program planning documentation.
  • Support the government in the preparation of budget formulation documentation in support of the OSD and Congressional budget process to include the following: budget exhibit construction including draft and edit of R-Docs and P-Docs; development and maintenance of hardware and software deliveries matrices; and maintain the programmatic Work Breakdown Structure (WBS).
  • Review budget estimates and reports to develop budgetary forecasts for long range funding for government approval.
  • Provide recommendations to justify and defend the budget during the required budget submission process.
  • Utilize the DON Program Budget Information System (PBIS) to perform tasks, conduct analysis and provide reports.
  • Provide support in the preparation, review and analysis of program execution documentation for government approval.
  • Provide budget execution support in the preparation of various funding documents (e.g., WX/WR, MIPR, PR,FADS, etc.) as provided by the Government, using approved financial management systems (e.g., AUTODOC, PRISMS, SABRS, FASTDATA, SARMIS, CFMS, ERP, SMARTS and PRBUILDER).
  • Interface and coordinate funding requirements and documents between funding recipients and ASN (RD&A) for government approval.
  • Draft supporting documentation for various financial reviews and analyze, prepare and distribute weekly reports that compare execution plans with actual expenditures.
  • Provide financial feedback to the Government execution manager on financial issues for approval.
  • Analyze obligations and expenditures to ensure financial benchmarks are met. If not, investigate the cause and recommend a course of action.
  • Prepare the appropriate documentation to ensure accuracy of expenditure data with financial systems.
  • Review and prepare variance and discrepancy reports.
  • Provide budget programmatic support in the development, review and analysis of the execution year and out year planning for acquisition programs.
Qualifications:

Required Skills:

  • 4 years of business or finance experience supporting DoD programs and working knowledge of the PPBE process. Experience in the following areas: Analyzing financial information in DoD program planning documents and processes; conducting financial analysis and financial risk analysis, identifying and evaluating financial risks; ability to forecast out five years and recommending management techniques to mitigate risk exposure.
  • Education: Bachelor’s Degree in a business or management discipline such as business administration, accounting, or finance from an accredited university;
  • Excellent communication skills, written and verbal;
  • MS Office skills (Word, Excel, PowerPoint and Outlook);
  • Must have active DoD Secret Clearance and ability to maintain one.
