Job Description

Title: Finance Director
Reports To: Administrator/Fiscal Officer
Hours: 8am-4:30pm (M-F)
Salary: DOQ
FLSA: Full Time – Non Exempt

Purpose of the Position

The primary function of this position is to provide financial and accounting functions for Sycamore Township and for the Sycamore Township Community Improvement Corporation; to be the assistant to the Fiscal Officer; and to provide support to Township staff as directed.

Primary Responsibilities and Duties

  • Prepare annual budget, annual report, appropriations resolutions and all necessary requirements for State and County Auditors
  • Record income and deposits, reconcile bank statements monthly
  • Responsible for all accounts payable/receivable; prepares monthly income/expense reports for the Fiscal Officer
  • Responsible for operation of Budgetary Control System (BUCS) accounting software; reporting and reconciling of payroll in BUCS
  • Responsible for providing tax exempt credit forms; providing and reporting 1099’s
  • Reporting and requirements for Public Employee Retirement System and Ohio Police & Fire Disability and Pension Fund
  • Comply with Government Fund Accounting requirements; create new funds; follow Bond Issue reporting requirements; escrow administration; TIF management; promptly calculate school district abatement payments
  • Preparing and reporting the Ohio Tax Increment Financing (TIF) Annual Status Report
  • Responsible for all Community Improvement Corporation (CIC) accounting reporting requirements, compliance, and duties
  • Prepare monthly income and expense reports or other financial / budgetary reports as requested
  • Provide Administrative support to Township professional staff
  • Streetlight District development and renewals with residents and recording them with the Hamilton County Auditor, as well as the upgrades of lights to LED
  • Record Custodian for all Township records

Required Knowledge and Skills

  • General knowledge of financial and accounting practices
  • General knowledge of office organization and functions
  • Computer literacy in word processing, data base/spreadsheets; in particular, the office operates on the MS Office suite of programs
  • Ability to communicate effectively and professionally to the public both orally and written
  • Perform duties without supervision
  • Attention to detail
  • Knowledge of Township services and activities

Qualifications

  • Minimum requirement of a high school diploma
  • Some College or College Degree preferred
  • Three (3) years experience in qualified area
  • Valid Ohio Driver’s License

The physical demands and work environment of this position are representative of those an employee encounters while performing essential functions of the job. While performing the duties of the position, the employee is frequently required to sit; talk or hear; use hands to finger, handle, or feel objects, tools, or controls; and is occasionally required to stand; walk; reach with hands and arms; and stoop, kneel, or crouch.
Specific vision abilities required by this job include near and far vision and the ability to adjust focus.
The employee must regularly lift and/or move up to 20 pounds and occasionally lift and/or move up to 30 pounds. Various functions will require repetitive movements for extended periods and the potential to sit for an extended period. The duties of this job are performed in both a climate-controlled office setting with the potential of being out of doors in an uncontrolled setting.
