Work can be performed remotely from anywhere in the State of Alaska.- Conduct Environmental Restoration and Compliance activities in support of CEU Juneau, Coast Guard operations in Alaska.
- Provide technical assistance and support to attain and maintain compliance with all Federal and State environmental regulations pertaining to all aspects of environmental restoration and compliance. Ensure conformance with Department of Homeland Security and Coast Guard policies and instructions regarding environmental restoration issues.
- Coordinate with Federal and State regulatory agency representatives as required. Facilitate and attend stakeholder meetings associated with environmental restoration and compliance activities at USCG facilities.
- Conducts and prepares environmental restoration technical review comments, environmental permit applicability assessments, provide advice and guidance on environmental restoration design and construction requirements to CEU Juneau Design Project Managers.
- During project evaluation, determine and assess whether specific activities are conducted in compliance with applicable federal and state regulations with the ultimate goal of achieving and maintaining compliance with restoration provisions.
- Conducts comprehensive environmental reviews of professional studies, plans, permits, reports, and analysis to satisfy regulatory agency requirements. Process and synthesize complex data into practical strategies for restoration, monitoring or management.
- Develop and communicate recommendations to maintain or restore environmental conditions.
- Provide technical direction on environmental planning phase to designers, engineers, or other professionals working to develop restoration plans or strategies. Conduct feasibility and cost benefit reviews for existing environmental remediation projects and designs.
- Assess and identify design & construction project impacts on current restoration sites and/or planned remedial actions; determine whether additional agency reviews, regulatory notifications, and approvals are required prior to construction or planned alterations.
- Ensure that relevant environmental requirements are included in design and construction contracts; project should have a complete set of identifiable environmental permits, and approvals, inserted into the final set of plans, specifications, and estimates.
- Collaborates with managers, other engineers/architects, construction project managers, legal staff, contract specialists and or contractor personnel, and provides advice and insight on the resolution of unique and/or complex environmental restoration compliance problems.
- Provides responses for A/E and contractor requests for information and coordinates with CEU Juneau Project Managers in developing Scopes of Work for required contracts and contract modifications for environmental work necessary to complete project documentation.
- Coordination includes processing contract documents, submittals, and correspondence, coordinating restoration field activities, monitoring contract performance, and tracking restoration design reviews.
- Documentation includes data and records management in support of projects and programs including, project briefings, staff activities, compliance reviews, and general records management.
- Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG District 17 Area of Responsibility (D17 AOR).
- Requires a minimum of 20 years of work experience in the Environmental Remediation Services Field.
- The Senior Environmental Restoration Specialist must demonstrate mastery of remediation and restoration concepts, principles, and practices.
- Must have documented experience in Resource Conservation and Response Act (RCRA) and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Title 18 of the Alaska Administrative Code (AAC), and remediation and restoration sub-disciplines including contaminated site cleanup, attenuation measures, monitoring, and closure.
- Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
- Ability to communicate effectively with all levels of employees and outside contacts
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
- Must be able to lift up to 15 to 25 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Public Trust level. US Citizenship is a requirement for Public Trust clearance at this location.
