Basic Function

Based in either Council Bluffs, Iowa, or Joshua, Texas, this role supports the business operations to conduct complex Environmental, Safety & Compliance assignments and programs under limited supervision. Provides support to ensure compliance with all applicable federal, state, and local environmental, health and safety regulations. This role will be the point person for all State and Federal Agency-related needs and communication. Additionally, the role will assist with the general safety and compliance as it relates to the transportation part of the business, including Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) guidelines. This role will also assist other Global Supply Chain sites and operations, including those in Canada, with culture and compliance management system initiatives, including traveling to the sites. Technical and regulatory expertise and oversite will be provided by the Mississauga EHS Team in these instances.

Job Duties

Environmental:

  • Manages and advises management on all aspects of environmental compliance for all programs, policies and initiatives, including but not limited to, air, hazardous waste, non-hazardous waste, universal waste, used oil, wastewater and stormwater for all Red Giant Oil Company, LLC facilities and transportation operations
  • Provides direction and quality assurance to workforce
  • Represents the Company to government agencies
  • Participates in external and internal EHS audits
  • Tracks environmental performance measures and recommends parameters
  • Provides documentation and environmental analysis for management review
  • Collaborates with vendors and contractors to manage environmental projects
  • Manages and prepares all required plans, permits, reports and registrations, including waste oil registrations and sampling plans, SPCC, SWPP, RCRA contingency plans, etc.
  • Leads incident investigations, develops root cause analysis, recommends policy changes and corrective actions regarding events with environmental consequences
  • Maintains environmental training records and develops all applicable environmental training procedures
  • Mentors team members regarding environmental regulatory requirements

Safety:

  • Drives our Goal Zero mindset and finds ways of continuously improving the safety culture
  • Coordinates safety programs, policies and procedures, and provides training to ensure the Company, including employees and contractors, is compliant with all health and safety regulations and standards
  • Ensures Occupational Safety and Health Administration (OSHA) standards, recordkeeping and reporting requirements are met at all times
  • Collaborates with team to manage HazCom program
  • Advises management of safety issues and activities necessary to ensure compliance
  • Proposes, implements and tracks safety performance standards and measures and recommends program improvements
  • Leads safety reviews, hazard assessments, Lock Out Tag Out (LOTO), hot work and confined space entry projects
  • Updates and maintains emergency response plans and field safety
  • Oversees, develops and conducts safety audits and participates in third party compliance audits
  • Provides oversight to permitting programs (e.g. safe work and hot work, LOTO, confined space entry)
  • Proposes safety policies, plans and initiatives and implements programs to train managers and employees in workplace safety practices, fire prevention and correct handling techniques for chemicals, toxins, equipment and other materials
  • Represents the Company to governmental agencies, the public and trade or professional associations and interfaces with regulatory agencies to ensure understanding of, and compliance with, all applicable safety and health regulations and requirements
  • Ensures safety and health considerations are factored into planning and capital budget process

Transportation:

  • Coordinates DOT safety and training programs, policies, procedures and security plan
  • Participates in external and internal DOT/FMCSA audits
  • Tracks, monitors and communicates DOT safety performance and pending/upcoming regulatory changes; initiates appropriate measures to ensure continued safe operation
  • Manages incident investigations involving CMV; provides DOT compliance training, as needed

Special assignments or tasks assigned to the employee by the supervisor, as determined from time to time in their sole and complete discretion

Experience

A minimum of fifteen years of industry experience in environmental programs with specific experience with safety and health. Experience in oil & gas, such as: heavy and light oils and/or locomotive engine oil and transportation preferred.

Education

A minimum of a Bachelor’s Degree in Engineering, Environmental Sciences, Industrial Hygiene, Safety Sciences or a related field is required. PE or PG, Certified Safety Professional (CSP) or I/H certifications preferred.

Required Skills

Must be able to lead, train and direct the work of other associates. Strong knowledge of laws and regulations pertaining to environmental health, safety, security, and transportation (DOT, FMCSA, OSHA, EPA, etc.). Demonstrated success developing and monitoring transportation, safety, and environmental standards in multiple jurisdictions (multiple states, federal, local, etc.). Excellent interpersonal, organizational, leadership and analytical skills. Excellent presentation and communication skills, both verbal and written. Ability to perform intermediate mathematical calculations advanced reading and writing skills. Knowledge of Microsoft products such as Outlook, Word, and Excel is required. Special training in DOT, FMCSA, OSHA, HAZMAT, Spill Management, Fire Fighting, Hydrogeology and Geology is desired for some assignments and is required for others. Understanding of oil & gas processes are required (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions). Demonstrated strengths in problem solving, planning, and coordinating initiatives across an organization. Good reading, presentation; ability to effectively communicate with others, both written and verbal communication, and lead training classes. Ability to perform basic mathematical calculations, advanced level reading and writing skills. Strong analytical skills, a high level of motivation and the ability to work independently will be essential. SAP and DataStream experience is preferred.

Supervisory/Managerial Responsibility

May lead the work of others.

Work Conditions

Office and petroleum refinery environment based and may require up to 50% travel, by land or air. Subject to all weather conditions, including out of doors and varying road conditions. Occasionally exposed risk of electrical shock during the course of work. Depending on assignment, may be exposed to close confined spaces.

Physical Requirements

Job conditions require standing, walking, sitting, talking or hearing, twisting, stooping, crouching, kneeling, making visual inspections, making precise hand and finger movements, lifting or carrying and pushing and pulling up to 50 lbs., climbing up to 100 ft., reaching or grasping; required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance required and strenuous activity.
