DSHS ESA Senior DevSecOps Engineer

In this role, as a Senior DevSecOps Engineer , you will provide leadership, vision, and direction in the Development of Security Operations architecture, design, development, testing, implementation, and support services to mission-critical software and application systems with a high-risk/impact on public services to over two million of Washington State's most vulnerable citizens.
This position is focused on the application side of DevSecOps, but will closely liaison with infrastructure when needed. This position is multi-faceted and requires a broad range of highly specialized technical skills and expertise to design and develop solutions for highly complex DSHS enterprise-level and other business-critical applications. You will be responsible for the integration, technical implementation, administration, and maintenance of the automation infrastructure related to source control management and automated software builds and releases for agency-designated mission-critical ITS systems. You will apply subject matter expertise with software development processes, version control systems, Continuous Integration/Continuous Deployment (CI/CD) systems, code quality tools, and scripting languages; such as Groovy and PowerShell. And you will mentor and provide technical guidance to less experienced staff in DevSecOps tools and processes.
- Design and implement secure automation solutions for development, testing and production environments
- Administer enterprise-wide DevSecOps tools across ITS development teams
- Provide technical leadership in the DevSecOps domain
- Analyze current technologies utilized within ESA/ITS and develop steps and processes to improve, mature, and expand them
- Conduct analysis and proofs-of-concept for future technologies, tools, and processes that we do not use today but may consider using tomorrow in an effort to continuously improve and evolve our ever-maturing DevSecOps model and environment
- Create and maintain declarative CI/CD pipelines to handle code deployments to all environments and have an expert-level understanding
- Support multiple software development teams across various platforms, environments, and instances
- Provide detailed analysis and recommendations, and communicate effectively and convincingly, both orally and in writing, with Executive Management and technical staff
- Expert level understanding of DevSecOps tools, processes, culture, and principles and ability to articulate DevSecOps trends, and potential changes clearly and confidently
- Up to date on the latest DevOps technologies/tools/trends
- Experience with GitHub Enterprise administration at a Site admin/Organization admin level and performing activities like setting up authentication, authorization, configuring webhooks, status checks, branch protection rules, and creating GitHub/OAuth Apps
- Experience with Git version control system and using various Git commands to perform basic activities like creating branches, repositories and resolving merge conflicts
- Experience with Jenkins instance/server level administration and performing activities like setting up authentication, authorization, hardening security, managing nodes, plugins, monitoring Jenkins
- Experience with SonarQube administration at instance/server level and performing activities like setting up authentication, authorization, hardening security, creating quality profiles/quality gates, and configuring pull-request analysis
- Experience with administration of Nexus Repository Manager at the instance/server level and performing activities like setting up authentication, authorization, creating repositories, and integrating Nexus with Jenkins and CI/CD pipelines
- Experience using build tools such as Ant, MS Build, Maven, Gradle
- Professionals with a Master’s Degree with a focus on computer science, cybersecurity, information technology, software engineering, information systems, and computer engineering AND a minimum of two years of recent IT professional experience regardless of certifications,
- Bachelor’s degree in Computer science, cybersecurity, information technology, software engineering, information systems, computer engineering or related field and six years of recent IT professional experience,
- Associate degree in focus on Information Technology or Computer Security and eight years of recent IT professional experience, and at least one professional IT security certification
- Ten years of recent experience as an IT professional and at least one professional IT security certification that is currently such as those listed below,
- Most recent IT professional work experience must include at least two years of full-time Journey-level work experience.
- Acceptable professional IT certifications that are currently held and not lapsed can be substituted for up to three years of experience with each certification equivalent to one year of experience.
- Experience with common DevOps related tools, such as:
- Jenkins
- GitHub
- Azure DevOps
- Kubernetes
- Ansible
- Docker
- Experience with common programming and scripting languages, such as C#, Java, JavaScript, PowerShell, Groovy, etc.
Experience with virtualization technologies on-premise or cloud-based services such as Microsoft Azure, AWS VMs, VMware vCenter/ESXi, and Hyper-V
