The Economic Services Administration (ESA) Community Services Division (CSD) is seeking an Operations Management Analyst 4 to join the team within the Region 3, which serves 13 counties in Western Washington. The Operations Management Analyst 4 works under the administrative direction of the Region 3 Operations Manager within the Community Services Division (CSD). This position directly supervises operations support staff at the Centennial Complex in Tacoma. The work environment for this position is flexible allowing for on-site and remote work. This position serves as a support role to the Operations Manager, Community Service Office Administrators and Field Operation Supervisors, providing support, analysis, and continuous improvement multidimensional state/region wide programs, operations across the division/region.

The position is vital to effectively communicate changes, progress, due dates, and clarifications concerning operations to R3 management and administrators. The position acts as a lead in strategic planning, Leased Facilities Unit projects, as well as provides support on projects of various sizes, complexity and impact across the state or region.

This position researches, analyzes, evaluates and makes recommendations for development and implementation of projects. This position provides management with alternatives and recommended course of action regarding multidimensional problems across the region, including, but not limited to: service delivery, procedures, and implementing long-range strategic plans based on current and relevant data.

This position is responsible for providing technical and operational advice to management and field staff.

Some of what you’ll do:


  • As a member of the CSD Business Operations Steering Committee (BOSC), serve as the Region 3 point of contact between CSD Field Operations and the Regional Business Centers (RBC)
  • Assists the Operations Manager with the strategic planning, maintenance, and emergency repairs of spaces within Region 3’s leased facilities.
  • Responsible for direct supervision of the Facility Services Coordinator 2 and Customer Support Specialist 2 who are directly responsible for facility operations and mail at the Tacoma Centennial Complex within in the Economic Services Administration of the Department of Social and Health Services
  • Responsible to back up Facility Service Coordinator 2 and/or Customer Support Specialist 2 at the Centennial Complex
  • Recruit, hire, train, and supervise subordinate staff; conduct performance evaluations of assigned staff
  • Serve as a support role to the Region 3 Safety Officer and Emergency Management Officer
  • Oversee the maintenance and emergency repairs of Region 3 spaces within leased facilities statewide
  • Serve as the Region 3 liaison with building managers, custodians, security guards, as well as the RBCs and Facility Planners
  • Serve as a support role to the Region 3 telecommunications coordinator
  • Review and approve Purchase Requests and ensure receipt of goods and services prior to payment by the RBCs
  • Coordinate and manage Region 3 janitorial and safety contracts
  • Facilitate flow of information, office equipment, IT/telephony equipment, and supplies to ensure offices are able to continue working cohesively
  • Acts as a support role for annual safety inspections
  • Help to coordinate monthly Office Manager and Administrative Assistant Meetings
  • Represent the Operations Manager at all levels as requested
  • Communicates in a clear, professional manner in all forms of correspondence
  • Represent Region 3/CSD and participate in agency meetings as required, demonstrating cooperative and professional communication skills
  • Attend Region 3 Management Team Meetings, BOSC meetings, trainings, LFU Facility Strategic Planning meetings, conferences, and workshops as required

  • Effectively supervise staff in CSD operations, providing them with the necessary guidance and tools to do their jobs.
  • Provide technical assistance and consultation to region staff
  • Analyze polices, laws, regulations, and other materials and make decisions based on analyses.
  • Effectively manage multiple assignments with complex and possibly competing deadlines.
  • Organize the work environment and prioritize work assignments
  • Able to be flexible, adapt to change, and respect differences of opinions and values.
  • Compile date, extract information and generate comprehensive reports.
  • Read, interpret, and implement policies, rules and regulations of considerable complexity.
  • Identify issues of a serious and/or sensitive nature that need to be reported to the chain of command. Able to multi-task in a fast-paced work environment; handle multiple urgent issues at the same time; prioritize as needed and keep key agency personnel notified as to client issues, environmental issues, personnel issues and facility issues.
  • Write professional reports, programs and plans
Experience in –
  • Knowledge of DSHS, ESA and CSD programs, regulations, policies and procedures
  • Understanding and basic knowledge of CSD field operations
Who should apply?
Professionals with a bachelor’s degree in business administration, public administration or related field or four years of paid, progressively responsible experience as an Office Manager, Facility Services Coordinator in a government organization or call center environment or managing business operations, facilities, and budgets.

Equivalent professional experience may substitute year-for-year for required education.
