Position Overview:
In May of 2022, the City of Boston announced the plans for the Green New Deal for Boston Public Schools (GND for BPS). Led by the BPS Office of Capital Planning, the GND for BPS is a joint initiative between Boston Public Schools and the City of Boston to reimagine our schools as full-service community hubs that can adapt to meet the evolving needs of our students and Boston while increasing the climate resilience of BPS facilities. The GND for BPS is a multi-billion dollar investment in BPS facilities and the development of a long-term facilities action for the District. The Office of Capital Planning seeks a motivated, detail-oriented, strategic Deputy Chief to support an ambitious capital planning and investment agenda that includes new construction, renovations, and school reconfigurations.
Under the direction of the Chief of Capital Planning, the Deputy Chief of Capital Planning will supervise a team of project managers, each of whom is responsible for coordinating the day-to-day details of major capital projects. The Deputy Chief will guide and mentor staff to work collaboratively with school communities, the City of Boston Public Facilities Department, and other partners to keep projects on track, on schedule, and in line with community needs at every stage of the planning, design, and construction process. The Deputy Chief will also support the Chief of Capital Planning on overall department strategy and goals, including partnership opportunities, real estate management, ongoing professional development of staff, and clear and effective public communication.
Responsibilities:
Capital Planning Operational Leadership
- Develops and manages scopes of work and budgets for the execution of GND for BPS projects in consultation with the Chief of Planning and other City staff.
- Supports the Office’s overall vision of long-range capital planning and implements methods that allow BPS to prioritize capital improvement projects based on multiple factors and considerations, including community and stakeholder input.
- Contribute to developing the District’s annual capital budget proposal in coordination with the City of Boston Office of Budget Management, Public Facilities Department, and other BPS departments.
- Lead cross-functional capital planning meetings, including developing agendas, facilitating conversations, assigning tasks, briefing the Chief of Capital Planning on relevant project updates, and escalating issues to relevant BPS or City partners as needed
- Coordinate with the City of Boston’s Office of Budget Management (OBM) on all required aspects of annual capital budget development and managing BPS staff to complete any needed tasks.
- Collaborate with the Executive Director of Facilities and Operations team to visit schools, assess facility needs, and monitor ongoing projects.
- Develop and implement a strategy for the effective use of real estate, including leveraging opportunities for swing space to facilitate new construction and renovation projects.
- Manage the coordination of projects that cost upwards of 100 million dollars.
- Assemble and maintain school building maintenance schedules with the Building Services and Planning & Engineering Departments.
Capital Planning Design Management & Engagement
- Establishes and maintains strong relationships with school leaders, school communities, department heads, and other GND for BPS staff and stakeholders, including visiting schools periodically alongside relevant project managers to monitor projects and gather feedback from school communities
- Sets the vision for the communications and community engagement strategies to support school communities through capital projects and related transitions, such as new construction projects, major renovations, or school mergers.
- Manages the design team process through project managers to ensure BPS meets with educators, families, and District staff on design plans to prepare for the implementation of major capital projects.
- Presents and shares capital planning efforts and updates to senior district leadership, the Boston School Committee, the Boston City Council, the media, and other internal and external stakeholders
- Regularly communicates with school leaders and other school community representatives on capital projects through community meetings, written reports, and small group conversations.
- Develops family and community involvement strategies that will engage community members in BPS’ capital planning efforts in collaboration with the Office of Family and Community Engagement
Project Team Management and Division Responsibilities
- Supervises a team of Capital Planning Project Managers to ensure timely progress toward each project’s goals, as well as longer-term, district-wide capital planning goals
- Coaches and guides project managers in establishing effective timelines, prioritizing tasks, and setting goals in line with the priorities of GND for BPS
- Facilitates consistent data-driven decision-making through data analysis, creation of accessible data tools, and evaluation of the impact of capital projects on schools, neighborhoods, and the City of Boston, with an eye towards growth and equity
- Create coherence and alignment among project managers to ensure alignment with the district’s priorities and goals.
- Provides support and guidance to project managers regarding GND for BPS stakeholder engagement efforts
- Collaborates with the Director of Data and Strategy, the Communications Manager, the Director of Academics, and the Director of Community Engagement to meet Cabinet-wide goals, including providing updates on behalf of the Project Management team to be used for external and internal communications and planning.
- Monitors and communicates the project management team's needs, challenges, and progress to the Chief of Capital Planning.
- Performs such other tasks and responsibilities as may be assigned by the Chief of Capital Planning, Deputy Superintendent of Operations, and/or Superintendent
Qualifications - Required:
- Bachelor’s Degree in education, urban planning, public policy, business administration, or a related field;
- At least 5 years of supervisory experience
- Quick learner who has demonstrated the ability to successfully manage a team, manage complex projects, and engage in data-driven decision-making
- Demonstrated success implementing systemic initiatives, managing vertically and horizontally to impact change within a complex organization
- Ability to work collaboratively and cross-functionally, but can also take bold, independent initiative as a leader when needed.
- Proven ability to motivate staff, contractors, and partners to keep projects on time and within budget
- Excellent interpersonal skills, exhibiting an ability to effectively communicate with multiple stakeholders across a complex ecosystem, with an orientation toward multicultural and/or multilingual communication
- Excellent presentation skills, coupled with experience presenting to senior management, board-level staff, and/or elected officials
- Experience with the Microsoft Office Suite and Google platforms; and,
- Ability to work effectively with people at all levels across the organization, including executive leadership and counterparts across the organization and city
- Current authorization to work in the United States
- An understanding of and commitment to gain a greater understanding of what is necessary for an urban school system to enjoy continuous improvement in an increasingly complex and competitive environment.
- A deeply held and unyielding belief in the overarching mission of public education
Qualifications - Preferred:
- Knowledge of capital budgeting, contract practices, Chapter 149 procurement, and construction regulations.
- Familiarity with public policy related to climate change and environmental justice, as well as knowledge of state and/or City of Boston environmental regulations Experience in school construction.
- Excellent project management skills, with experience using project management software.
- Familiarity with Boston and/or the Boston Public Schools
- Experience working in schools and/or alongside educators
- BPS strongly prefers linguistic diversity, and candidates who speak another language bring added value to the classroom, school, and district culture and diversity. BPS is particularly interested in candidates fluent in one of BPS's official languages: Spanish, Creole (Cape Verdean), Creole (Haitian), Chinese, Vietnamese, Portuguese, & Somali.
- Familiarity with policies and politics around addressing the climate crisis and understanding the Green New Deal for Boston Public Schools as a framework for accelerating climate action while advancing economic and racial justice.
