Job description
Join our world-class team as we develop strategies to manage nuclear weapons data at LANL and across the nuclear security enterprise (NSE). The Weapons Mission Technology (WMT) Group in the Weapons Research Services Division (WRS-DO) is looking for a Data Strategist (Technical Project Manager 3) to join our team. WRS-WMT combines related disciplines in data governance, data workflow integration, and software engineering with a goal of enabling cutting edge data usages for the NSE.
In this role, you will work closely with WRS Developers and Subject Matter Experts (SMEs) from groups across the laboratory to lead the effort to develop data management strategies for projects and link data to the WRS Database Applications such as the National Security Data Solution (NSDS) in support of the weapons program. This will include but is not limited to strategy implementation plans for data archiving, data integration and data management for the Pu Mission. It could also include similar activities for other technical mission areas in the weapons program.
You will also be responsible for working across the laboratory to identify data that does not currently live in an institutional database. This research should lead to engaging conversations and networking across the weapons directorate to identify candidates for WRS applications and determine a strategy for their data. The successful candidate should possess a working knowledge of regulatory and Laboratory requirements related to the assigned projects and possess the ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts. At this level, advanced knowledge of materials, experimental, and reference data being generated at LANL is desired.
What You Need
Minimum Job Requirements:
Subject-matter Expertise: Demonstrated knowledge of a specific technical mission area relevant to the LANL Weapons Program, such as (but not limited to) the Pu mission.
Project Management: Demonstrated ability in project initiation, planning, execution, monitoring, controlling and closure, in the context of strategy development, implementation and execution. Demonstrated success in facilitation, collaboration, and coordination to analyze and solve complex institutional challenges. Experience ensuring all results, processes, and final project/products are completed according to established requirements including cost, scope, and schedule. Familiarity with Agile/iterative project management methodologies.
Data management: Demonstrated knowledge of methods and tools used to ensure that data is accurate, consistent, and up to date. An understanding of the processes and workflows by which data is generated, the key metadata used to organize data, and the use-cases for consuming data.
Problem Solving: Demonstrated experience working with internal and/or external organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships. Ability to integrate complex program/project work with other Laboratory priorities and commitments. Without considerable direction, identify strategic shifts of relevance to the institutional mission and to position institutional resources for opportunities and actions needed to address future customer needs.
Communication: Demonstrated ability to effectively present technical and programmatic work, concepts, and plans to a variety of audiences. Effective communication skills, both orally and in writing with diverse employees and organizations at all levels. Demonstrated experience in interacting effectively with all levels of internal and/or external personnel, building trust, gaining consensus, and resolving conflicts.
Customer Service: Demonstrated experience on customer request intake, assisting team members with requests, and helping customers. You will also be supporting customers to design data workflow and models/schemas over extended periods of time and assisting with demonstrations and training sessions.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.
Desired Qualifications:
- Experience working on both unclassified and classified systems.
- Demonstrated experience in developing and nurturing effective internal customer relationships.
- Knowledge of the LANL weapons program.
- Ability to independently lead and support researchers in designing data models/schemas that increase functionality and usability of complex data sets.
- Demonstrated ability to analyze data and identify trends, patterns, and insights to make better decisions. Develop data visualization to communicate insights and findings to business leaders.
- Extensive experience working with databases and content management systems including cataloging and uploading material into unclassified and classified databases.
- Experience developing and implementing data management strategies or plans, ideally having achieved Certified Data Management Professional (CDMP) affiliate status or equivalent.
- Active DOE Q clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
