Contracts Administrator

{Contracts, Finance & Grants}

Department of Public Health

Number of Positions: 1

Under direction, manages and directs the development, processing and administration of procurement and contract management functions for a major City department, and performs related duties as required.


ESSENTIAL DUTIES:

  • Reviews, negotiates and monitors contractual agreements to ensure the efficient acquisition of equipment, materials, products and services for a department.
  • Analyzes and evaluates bid specifications, tests, reports and other relevant data
  • Drafts contract documents and amendments; monitors contract award process
  • Negotiates the Minority Business Enterprise/Women Business Enterprise (MBE/WBE) contract compliance with vendors.
  • Acts as liaison to vendors and other relevant departments regarding contracts
  • Prepares financial and monthly status reports; develops and coordinates complex contractual funding and financing arrangements.
  • Implements purchasing policies and procedures for staff; verifies the delivery and receipt of contracted products and services.
  • Direct supervision of unit employees ensuring the team operates at maximum efficiency. Planning, organizing, directing and controlling the work and activities of unit employees.
  • Maintaining contractual records and documentation such as agency and vendor contact information, status reports for all pending contracts and final contract records
  • Provide guidance on contract matters to departmental staff including necessary training to new staff in contracting process and procedures.
  • Develop and implement procedures for contract management and administration in compliance with City and departmental policy. As appropriate, contribute to or influence City and departmental policies.
  • Monitors compliance by departmental employees, including direct staff, with established procedures. Identify areas of recurrent pressure
  • Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness.
  • Monitor transaction compliance (milestones, deliverables, etc.)
  • Ensure contract close-out, extension or renewal.

Additional duties may be required for this position.

Work Schedule:

Monday through Friday

8:00 A.M. to 4:00 P.M.

THIS POSITION IS EXEMPT FROM CAREER SERVICE


Qualifications


MINIMUM QUALFICATIONS:

Graduation from an accredited college or university with a Bachelor's degree plus five years of work experience in the development, negotiation, and administration of procurement contracts; or an equivalent combination of education and experience
