The Position

Beltrami County is creating an eligibility list for the position of Communications Supervisor. This is a full-time, benefited position.

Performs complex administrative work developing and administering long term communications plans, maintaining communications and E911 related budgets, supervising and coordinating staff, maintaining records and inventory for all communications equipment and programs, and related work as apparent or assigned. Work is performed under the general direction of the Chief Deputy. Supervision is exercised over all personnel in the division.

  • Two years of post-secondary education in Criminal Justice, Communications, Emergency Response and Management, or related field and
  • Five years of experience in communications, dispatch, law enforcement, fire, or emergency services and
  • Two years of managerial or supervisory experience.

Essential Functions
Supervises and coordinates the daily operations and related staff of the 911 Dispatch/Communications Division; maintains and updates training requirements for Dispatchers; schedules employees; coordinates and provides updates and training on all software programs; maintains and updates Dispatch Standard Operating Procedures for Emergency Management, law enforcement, and other emergency responders; oversees the budget and billings related to the Division; drafts and delivers grants and maintains related grant funding; delivers reports to the County Board for updates when requested; conducts annual evaluations on subordinates.
Coordinates with supervisors, Emergency Management Director, and other responders to facilitate effective dispatch communication.
Assists with Terminal Agency Coordinator responsibilities for Bureau of Criminal Apprehension (BCA); serves as liaison between all Beltrami County Agencies (Blackduck PD, Bemidji PD, Beltrami County Sheriff's Office, Leech Lake PD) and the BCA; completes audits as required on all transactions through the Criminal Justice Data Network (CJDN); ensures compliance of local and federal laws and rules; coordinates completion of required validations of all entries through the CJDN; serves as primary contact for new user accounts and password resets; completes or delegates monthly hot file validations.
Assists in staff development and training of new Communications Officers.
Drafts and disseminates articles regarding 911, Communications, Emergency response, and other topics of interest.
Serves as a primary or alternate representative on the NW Region Advisory Committee to the NW Emergency Communications Board; attends required meetings.
Diagnoses Call Handling Equipment issues and works with related vendors for repair.

Knowledge, Skills and Abilities
Thorough knowledge of Criminal Justice Data Network Policy; thorough knowledge of standard office equipment; thorough knowledge of Sheriff’s Office Policy and Procedures Manual, Communications Policy and Procedures, and Radio Procedure Manual; thorough knowledge of 911 technical and equipment specifications; thorough knowledge of Communications grants reports, Communications equipment maintenance, Situational Reports, criminal and non-criminal state federal and local computer databases, and technical reports and tutorials; thorough knowledge and skill in MCC 7500 Radio Consoles, mobile and portable radios, Alpha pager and key card access system, computers and servers, recording equipment, and 911/Vesta Equipment; skill in operating standard office equipment and software, video conference system, LETG software, CodeRED notification software, maps of Beltrami County and surrounding areas; MyBCA, Portals 100, Launch Pad/NexTest; ability to make arithmetic computations, compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to determine mileage; ability to use GPS system to determine latitude and longitude; ability to understand addressing/numbering and naming systems; ability to be available 24/7/365; ability to deal with difficult crisis situations; ability to multi task; ability to understand and carry out written and oral instructions; ability to establish and maintain effective working relationships with associates, elected officials, Emergency Communications Network, first responders, vendors, and the general public.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Supplemental Information

Special Requirements
Obtain Telephone CPR, 911 Management, and First Responder certifications within one year of hire.
Completion of Dispatcher training upon hire.
Completion of continuing education requirements annually.
Valid driver's license in the State of Minnesota.
