Job Description
Under the direction of the supervisor, the Clerk III is required to have knowledge and expertise to discover, list and value all aspects of personal property and perform responsible clerical duties. This employee is required to do extensive data entry with accuracy and speed. The employee in this position is frequently expected to act independently in answering citizen inquiries, defend and support personal property values at various hearing levels, typing correspondence, scheduling appointments and maintaining the office in good working order. Provides information and assistance to public on government agency programs and procedures: Explains regulations, agency policies, form completion procedures, obtain required documents and eligibility requirements for receiving benefits. Analyzes information, uses knowledge of rules, regulations, and precedent decisions to determine action. Job Duties
100.00% - ~ Answers questions for taxpayers, other departments such as tax estimates;

~ Answers phones and assists citizens with questions regarding appraised value, physical characteristics, assessment levels, exemptions, classification, increases in value, tax laws, appeal process, etc.;

~ Assists Motor Vehicle Department and the public by assigning a class code to vehicles;

~ Assists taxpayer in request for late filing of rendition (Extensions);

~ Assists with scheduling of hearings;

~ Assists with the compilation of hearing files as well as notification of results for both Informal and Payment Under Protest hearings;

~ Assists with the reviewing and clean-up of quality control reports;

~ Assists with the mass mailing of renditions and notice of values;

~ Enters large quantities of data for personal property, with speed, maintaining a high level of accuracy, which must fall within Property Valuation Division (PVD) guidelines;

~ Explains and assists taxpayer with Tax Exemption and Grievance Applications;

~ Files information both numerically and alphabetically;

~ Discovers, lists, values and data enters all aspects of personal property within Butler County such as: Commercial Industrial machinery and Equipment, Oil and Gas, Manufactured/Mobile Homes, 16/20 M Trucks, Heavy and Light Duty Trucks, Watercraft, Motor Homes, Travel Trailers, ATV"s, Golf Cart, all miscellaneous use trailers etc., Aircraft and Towers;

~ Conducts various levels of hearings to support or defend values;
~ Understands and communicates appropriate to parties the sub classes pertaining to personal property and how they are chosen;

~ Maintains files of correspondence, forms, reports and educational records;

~ Performs personal property audits as prescribed by PVD;

~ Processes adds, abates, escapes and maintenance forms, performs quality control checks;

~ Processes and applies proper penalty to personal property renditions when returned;

~ Processes incoming and outgoing mail, email and faxes;

~ Schedules meetings, educational courses and makes travel arrangements;

~ Sets up and runs queries for quality control purposes;

~ Understands and explains the class code/assessment system, property record card information, including real estate codes, and how they are chosen;

~ Verifies that that personal property was collected correctly for motor vehicles;

~ Works with other counties in verifying and communicating information;

~ Performs other duties as deemed necessary or as required.
Knowledge, Skills and Abilities
Clerk III - Personal Property - ~ Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form;

~ Ability to apply concepts of basic algebra and geometry;

~ Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume;

~ Ability to deal with problems involving several concrete variables in standardized situations;

~ Ability to express or exchange ideas by means of communications, convey and receive detailed or important instructions and information to and from the general public;

~ Ability to read and interpret documents such as State of Kansas guidelines, regulations, and applicable statutes, operating and maintenance instructions, and procedure manuals;
~ Ability to receive, interpret and follow complex oral and/or written instructions;

~ Ability to reliably and predictably carry out duties;

~ Ability to speak effectively before groups of customers or employees of an organization;

~ Ability to write routine reports and correspondence;

~ Knowledge of federal, state and local laws and regulations governing appraisal for ad valorem tax purposes;

~ Knowledge of office practices and procedures, accounting procedures, computer applications and report preparation;

~ Knowledge of principles and processes for providing customer and personal services;

~ Knowledge of the KSCAMA system;

~ Knowledge of word processing and spreadsheet computer programs;

~ Skill in good organization and must have legible handwriting;

~ Skill in interpersonal, oral and written communication.
