General Purpose
The CEO oversees Regional Health Reach | Health Care for the Homeless, (RHR) and is responsible for guiding the mission to provide quality, comprehensive medical and dental care to homeless individuals and families who are currently experiencing homelessness in the Rochester City and Monroe County area. The CEO is responsible for the daily management and oversight of RHR, and the coordination and facilitation of its Board and committees. The CEO will work with the board to establish the strategic priorities of RHR, and will oversee implementation. In addition, the CEO will manage the funding process, including private donor development and federal funding through the Health Resources and Services Administration, assess progress toward meeting strategic goals, evaluate program performance, and monitor compliance with all funding requirements.
The CEO models the RHR’s values and provides visionary and operational leadership, fostering trust, collaboration, and an inclusive environment. The CEO is expected to be the lead representative of RHR and as such, to be deeply engaged in the community on a regular basis, and to maintain effective working relationships with external stakeholders including hospitals, homeless assistance providers, advocates, victim service providers, faith-based organizations, governments, businesses, housing agencies, school districts, social service providers, mental health agencies, affordable housing developers, funders, veteran’s organizations, and homeless and formerly homeless persons.
Essential Duties/Responsibilities
Strategic & Operational Leadership
- Provide oversight and management of organizational operations, directing the implementation of services, policies and programs.
- Collaborate with the Board of Directors in the development of RHR’s long-term strategic plan, annual goals and objectives
- Ensure successful execution and alignment with the organization’s goals and expectations of the Board of Directors.
- Negotiate contracts and working agreements on behalf of the Board for the sole benefit of RHR
- Create, improve, implement and enforce policies and procedures that will sustain operational and financial effectiveness of the organization.
- Drive key results and promote a culture of fundraising in the organization.
- Provide continuous evaluation of health care programs and administrative systems and their alignment with the short-term objectives and long-term mission, vision and goals. Recommend policies and procedures relevant to developments in healthcare and organizational performance. Modify progress, as necessary, to achieve program effectiveness and efficiency.

- Ensure leadership team establishes and maintains a positive culture focused on development and effective performance management.
- Ensure effective change management strategies that sustain employee engagement.
- Ensure an environment that is welcoming and inclusive to everyone, encouraging and respecting varying perspectives and ideas.
Community Impact
- Establish and maintain effective relationships with the government agencies, Rochester Regional Health, and other local agencies or groups providing health services to our target population.
- Establish and maintain RHR’s presence in the advancement of community initiatives that address barriers faced by patients such as housing, transportation, education
Team Leadership & Staff Development
- Build and cultivate a high performing team through effective leadership focused on recruiting and retaining top, mission-driven talent, providing guidance, coaching and development to direct reports. Create a clear vision for the organization marked by collaboration, transparency and opportunities to learn.
- Manage and effectively balance conflicting priorities between the immediate needs of departments and the longer-term objectives of the organization.
Job Qualifications
- Working knowledge of community-based and federally funded health care administration and financial management.
- Ability to plan, organize and supervise the overall activities of a health care organization.
- Capability to implement and nurture a team approach to delivery of primary health care services.
- Effective oral, written presentation and communication skills.
- Ability to maintain effective working relationships with Board of Directors, staff, funding sources patients, and community organizations.
- Ability to anticipate needs and trends and communicate these to the Board of Directors.
- Ability to supervise staff in all aspects of performance.
- Ability to handle sensitive information ethically and responsibly.
- Ability to protect the confidentiality of patient, employee and business information.
Education or Formal Training
Bachelor’s Degree in Business Administration or health-related field required. Master’s Degree preferred.
Experience
Minimum of 5 years experience at the senior leadership level, leading an FQHC or other healthcare organization of similar size, budget and complexity of our population. Demonstrated non-profit, community-based health care leadership skills preferred.
Salary
The starting rate for this position is $120,000/Annual, DOE.

Accordingly, employees may be asked to perform duties that are outside the specific work that is listed. Regular, reliable, consistent and punctual attendance is an essential function of this position.
This position also may require work outside standard hours/shifts and in excess of 40 hours in a work week. While working remotely occasionally is permitted, it is expected that the CEO work on-site (in office and community) as much as possible.
