ASSISTANT DIRECTOR OF ELECTIONS AND REGISTRATION

Principal Duties and Responsibilities (Essential Functions**):
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Comply with policies and procedures for the daily operation of the Board of Elections and Registration that comply with County, State and Federal guidelines.
- Processes all pending and canceled voter registration reports daily; Moved out of County, Decease, Mentally Incompetent, Felon, Duplicate, Rejected, Pending Age, Pending SSA, Pending DDS, Pending Verification, Pending 40 Day Clock. Work with Deputy Registrar to ensure proper procedures for processing any pending voters are completed. Complete extensive research and produce notices for pending voters in an attempt to resolve their pending status.
- Develop and oversee poll worker training program and classes prior to each election for 100+ poll workers. Produce and distribute County Poll Worker Training Guide to all workers. Work with Deputy Registrar to ensure all poll workers have been trained prior to Election Day.
- Prepare and disseminate a variety of educational material to all citizens, appropriate county staff, elected officials, and vendors.
- Develop and maintain absentee ballot process and procedures based on state laws and UOCAVA guidelines. Create applications, mail and process applications within required time period, verifying signatures on absentee ballots, handling all ballots and envelope preparation, keeping accurate records of all ballots requested, issued and returned, prepare daily absentee recaps to ensure accuracy. Maintain absentee ballot records.
- Manages Tabulation Center on Election Night; oversee Absentee Ballot Crew and ensure that correct procedures are followed, supervise tabulation center poll watchers, supervise Duplication Team and Voter Review Panel. Oversees the tabulation of all advanced voting equipment and absentee by mail ballots. Provides results to Director of Elections and Registration as soon as they are available.
- Research provisional ballots to determine eligibility. Present research to Director of Elections and Registration to final determination. Notify voters who cast provisional ballots if their ballots were rejected and reason of rejection.
- Oversee operation of Elections Office in the absence of Director of Elections and Registration.
- Assist Director of Elections and Registration as necessary.
- Attends and participates in staff meetings as required; may attend public meetings or hearing, prepare documents for Board Meetings and take minutes at Board Meetings.
- Performs other duties as needed or required.
Supervision Received:
Requires general supervision from the Director of Elections and Registration with only occasional instruction or assistance.
Supervision Exercised:
Will advise and train less senior administrative and clerical staff as directed.
Skills (Core Competencies):
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
- Georgia Election Code and the rules of the State Election Board and the Georgia Constitution.
- Variety of computer applications and systems necessary for the process of voter registration and election purposes.
- Basic Elections and Registration functions and duties.
- Office procedures, methods and equipment including installation and operation of election equipment.
- Computer applications such as word processing, spreadsheets, and statistical databases.
- Record keeping procedure and stat election retention schedule.
- Procedure for letter writing and basic report preparation.
- Customer service and public relations methods and techniques.
- Mathematical principles.
- English usage, spelling, grammar and punctuation.
- Procedures for handling confidential information.
- Election related federal, state and local laws, codes and ordinances.
Ability to:
- Perform a full range of secretarial, advanced clerical and routine administrative work of a general or specialized nature involving the use of independent judgement and personal initiative guided by the GA Election Code.
- Understand, interpret and apply general and specific administrative and departmental policies and procedures.
- Effectively represent the Board of Elections and Registration to outside individuals and agencies.
- Provide information about the electoral process and voting procedures to government officials, the public and candidates.
- Maintain USPS zip code files used to ensure accurate voter registration precincting.
- Coordinate activities within the department and meet critical deadlines.
- Oversee poll worker training to ensures all poll workers have been trained.
- Ability to logic and accuracy test election equipment including lifting up to 50lbs. standing for 8 hours performing repetitive movements. Ability to assist with lifting and moving election equipment for delivery and return of equipment to and from the polls.
- Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.
- Obtain clearance for the GA Department of Drivers Services Motor Voter System.
- Attend 12 hours of continuing education annually to maintain Georgia Election Official Certification, by attending the Georgia Election Official Association and Voter Registration Association of Georgia Conferences.
- Maintain Notary Public Status.
- Provide technical support to polling locations throughout Election Day.
- Maybe required to work on some Saturdays; for advanced voting and for election preparation.
- Required to work extended hours on Election night until the final upload is complete which could result in 18+ hours.
- Exercise good judgement in maintaining critical and sensitive information, records, and reports.
- Serve as office safety director.
- Demonstrate an awareness and appreciation of the cultural diversity of the community.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective work relationships with those contacted in the course of work.
Qualifications:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three years of administrative/clerical experience, supplemented by two years of election experience or a combination of administrative and election experience which provides the requisite knowledge, skills and abilities for this job.
License or Certification:
Must possess, at time of application, one of the following: a valid state issued driver's license or a State of Georgia issued photo ID.
Must obtain/complete within 1 year of employment:
- Election Equipment Training at Kennesaw State University.
- Georgia Election Official Certification and maintain by completing 12 hours of continuing education yearly.
- Must take Deputy Registrar Oath of Effingham County.
