SALARY RANGE: $136,995 - $179,806

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.


SUMMARY
:

Direct, control and administer all activities associated with the contracting and purchasing of specific, consolidated, multi-agency assets and services required by the MTA Operating Departments and Headquarters, including the acquisition of capitally funded assets. Additionally, in order to maintain superior customer service, the Assistant Deputy Chief Procurement Operations (ADCPO) will serve as a high-level liaison to department heads. This ensures a full awareness of the needs of the agencies and will enable the Assistant Deputy Chief to represent the agency in all matters of procurement.


RESPONSIBILITIES
:

  • Negotiates or oversees negotiations with the corporate heads of major, multi-national organizations for costly and complex awards.
  • Negotiates or oversees negotiations on new technology and complex, multi-faceted service contract awards.
  • Counsels executive staff/senior management on recommended strategies associated with long-term category/department business plans.
  • Directs sound procurement approaches, incorporating effective management practices, to ensure availability of critical materials and services necessary for safe and efficient operations
  • Discuss the departmental goals with the senior executive team and ensure that the consequent procurement decisions are in alignment.
  • Through collaboration with senior executive team, develops and implements strategies, policies, and procedures related to purchasing and contracting processes and goals.
  • Develops and implements strategies, policies and procedure for legal and technical sufficiency, method of solicitation, risk analysis, alternate sourcing efforts, submission requirements, bid/proposal evaluation, responsibility determinations, payment terms, maximization of M/WBE/SDVOB goals, vendor qualification and performance reviews.
  • Counsels executive staff/senior management on procurement strategies and business/commercial issues presented by current and future contractual relationships ensuring a thorough understanding of the benefits/risks inherent in the contracting process.
  • Responds to a wide variety of audits (MTA/IG/NYC/Federal) and executive level inquiries (MTA Board/Executive/Senior Management/City and State officials).
  • Active and visible change agent that develops employees and creates a climate of continuous improvement, high engagement, motivation, flexibility, and agility. Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have knowledge of Procurement Operations / Supplier Management; ERP / Business and Supply Chain Systems.
  • Must have knowledge of visualization tools, for example PowerBI, Tableau, etc.
  • Must have the ability to comprehend high-level business strategy objectives and effectively develop/execute ‘roadmaps’, milestones, detailed implementation plans and KPI’s.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the New York State Government, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.


EDUCATION AND EXPERIENCE
:

REQUIRED:

  • BA/BS in Business, Supply Chain or a related field or an equivalent combination of education and experience may be considered in lieu of a degree; and
  • Minimum 10 years related experience in procurement operations, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
  • 5+ years managing process improvement and efficiencies

PREFERRED:

  • MBA or advanced degree in a related field.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.


OTHER INFORMATION:

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $108,638 (this figure is subject to change) per year or if the position is designated as a policy maker.

  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites
