Under supervision of the Vice President of Business and Administrative Services (VP-B&AS), the Budget Director has broad functional and supervisory responsibilities to 1) lead and direct College-wide operations related to budget allocation and internal and external reporting, 2) assist in the annual preparation of College financial statements using Generally Accepted Accounting Principles (GAAP), 3) administer the College's budget allocation processes, and 4) provide support to the Vice President of Business and Administrative Services by performing analyses and preparing reports related to campus-wide budgeting data.
ESSENTIAL JOB DUTIES:

Provide administrative direction for budget allocation activities of the College.

In consultation VP-B&AS, prepare the College’s annual financial statements and serve as principal audit liaison during an annual independent audit.

Maintain compliance with state and federal reporting requirements.

In collaboration with the Director of Financial Services, perform complex accounting functions that relate to budget and other areas, including during fiscal year close.

Develop, direct the implementation of, and monitor goals, objectives, policies, procedures, and work standards, assuring College and legal requirements are met.

Exercise appropriate stewardship of College assets, including capital assets and cash.

Direct and/or coordinate the development of all College budgets, including the management of budget planning processes within the College allocation system.

Properly utilize resources such as state operating fund, student funds, contracts/grants, enterprise operations, rents/utilities, and capital within the scope of the strategic plan.

Advise the Vice President of Business and Administrative Services on budget allocation, development, and other matters pertaining to the finances of the College.

Assist leadership in developing/managing/reconciling the College’s capital budget process

Monitor budgets and financial plans and project revenues and expenditures.

Promptly analyze problem areas and trends and make recommendations; evaluate and make appropriate changes to improve procedures as needed.

Monitor fund and budget status and activity and support other areas of finance on campus.

Review/recommend improvements to controls and practices within operation functions.

Assist department staff and student leadership with development and implementation of resource allocation processes.

Direct and supervise staff; recruit, train, coach and ensure performance, building an effective team that is responsive to the needs of the College.

In close collaboration with the VP-B&AS, develop financial reports for Board of Trustees and other constituents, both internal and external.

Prepare and/or direct the preparation of a variety of correspondence, reports and schedules, procedures, ordinances and other materials; direct the maintenance of departmental files.

Keep current with laws, regulations, and technology that may affect College operations; implement policy and procedural changes as required.

Perform other duties as assigned (of a similar nature or level).

Bachelor’s degree in accounting, business administration, or a related field OR equivalent education or experience,
-
Two (2) years of governmental or fund budget/accounting including GAAP as it applies to the United States.

Four (4) years of progressive experience in financial, accounting, budget, or auditing functions
-
Experience within the field of budget allocation and/or accounting and/or payroll in Washington State higher education
Knowledge of:

Operational practices applicable to budget allocation and accounting activities

Washington Office of Fiscal Management (OFM), federal regulations related and fiscal affairs
-
Microsoft programs such as Excel, Access, Outlook, and Word
-
CtcLink or similar Peoplesoft enterprise resource system

PART-TIME FACULTY POSITIONS
A part time faculty member becomes eligible for benefits at the beginning of the second consecutive quarter of half time or more employment at one or more Washington state institutions of higher education. Spring and fall quarters are considered consecutive quarters for benefits eligibility. Half time is determined based on each institution's definition of full time.
A part time faculty member must qualify each quarter they teach to maintain eligibility. Once eligible, part time faculty will be notified of their benefit and retirement options.
