Base Salary Range: $152,222 - $163,863 (based on the 2022-23 salary schedule)

Summary of Assignment:
Under direction of the Assistant Superintendent of K-12 Education, this position is responsible for directing the District’s student services programs to ensure that students are provided with the best possible educational opportunities with the resources available.
Required Qualifications:
Master's degree in educational administration.
Valid Washington State administrative credential.
Minimum of five years experience in education as a building level administrator or district program administrator.
Skill in oral and written communication.
Ability to provide leadership and use problem-solving models with committees and teams.
Knowledge of program development, implementation and evaluation.
Ability to coordinate planning with other program supervisors.
Knowledge of current methods, service delivery models, and materials used in student services.
Experience in planning, organizing, setting priorities and meeting deadlines.
Experience, understanding, and sensitivity in working in multi-cultural and ethnically diverse school surroundings, with the ability to communicate effectively with all groups in the community and school environment.
Experience with monitoring and administering budgets.
Experience working with community groups.
Preferred Qualifications:
- Experience in education as a building level principal or district program director.
- Previous experience with Student Services responsibilities.
- Experience in working with HS and/or MS athletics.
- Experience administering summer school programs.
Job Description
Formal/Informal Complaints/Investigations: Follow district policies and procedures in completing investigations of parent, staff and student complaints.
- Discipline: Lead and support the schools in the development of Multi-Tiered Systems of Support (MTSS) for student behavior and discipline. Manage District discipline data, oversee hearing officer responsibilities, complete all assigned state reports.

Pupil Personnel: Ensure that appropriate policies and procedures on student rights and responsibilities and “corrective action” are developed, implemented, and updated. Manage District enrollment and attendance policies and procedures; guarantee District compliance with mandated attendance procedures and provisions for the education of homeless students. Supervise policies and procedures pertaining to student records, custody, and removal of students from school grounds. Work as a liason with District legal counsel regarding student discipline issues. Evaluate existing programs and recommend needed revision.
Compliance Officer and Investigations: Serve as the district Compliance Officer in accordance with KSD Policies and Procedures. Develop training for students and staff for the awareness and prevention of bullying, harassment and intimidation. Conduct HIB (Harassment, Intimidation and Bullying) investigations when needed. Conduct investigations as related to 504 and civil rights complaints as it pertains to District students.Responsible for completing reports for Comprehensive Program Review, Title IX, Office of Civil Rights, Section 504 of the American Disabilities Act and other as required by state and federal agencies. Annually attend training as required by stat and federal law.
Leadership Training: Assist in the planning and preparation of training for assistant principals, security and building clerical staff in the areas of data collection and entry.
Student Transfers: Assist in the processing of all applications for transfers, and insure proper procedures are followed at all levels
Risk Management: Coordinate with assistant superintendent and K-12 directors and district risk manager for safety training and building based drills. Responsible for security personnel training and security incident reporting.
Finance: Develop and monitor budgets for student services programs as directed.
General Administration and Leadership: Recommend, prepare, and monitor policies and procedures in the areas of counseling and guidance, health, home hospital, home based, and other pupil personnel services.
Guidance and Counseling: Ensure the development and implementation of the KSD Comprehensive School Counseling Program. Ensure that guidance and counseling of students is offered without discrimination. Define and interpret the functions of the guidance and counseling program to administrators, staff, students, parents, and the community. Coordinate District’s programs for suicide prevention and crisis intervention and threat assessment. Plan, provide leadership for, and administer the District’s substance abuse prevention program. Work with the ESD123 to acquire annual reports and statistical data related to the substance abuse program and interpret information for the board, administration, staff, parents, and community at large.
Interagency Coalition: Develop and promote interagency efforts between the District and community agencies concerning student services. Develop and coordinate District programs with outside agencies. Develop and manage contracts with appropriate community agencies and outside service providers. Work with school staff and community representatives to address barriers to learning. Work with community and district staff in accomplishing a “Supportive Learning Environment” at all schools throughout the district. (Century 21 Programs, YMCA before and after school programs, Boys and Girls Club, etc.)
Secondary Summer School: Coordinate, plan and supervise summer school programs for secondary schools in conjunction with the Teaching and Learning Department.
Health: Provide oversight of the school health program including monthly Nurses meetings and supervise and evaluate district nurses. Coordinate other health room support personnel as needed. Bi-Annually, coordinate the Healthy Youth Survey in schools throughout the district, and prepare reports on the survey results.
Foreign Exchange Program: Responsible for following guidelines for acceptance of foreign exchange students into the Kennewick School District. Maintain list of approved programs, coordinate annual meeting with program representatives, schedule and coordinate a school board reception for host families, students, and program coordinators.
- Athletics: Manage MS Flex contracts, meet regularly with the MS ADs and Assistant Principals, assist in facilitating training for MS coaches, work with MS athletic directors in keeping close track of participation numbers and Title IX regulations as it pertains to sports and athletic participation. Participate in HS AD meetings and related assignments and duties.

Application Procedure: In-District staff must complete an internal online application by 10:00 p.m. (PST) on or before the closing date. In-building/In-district staff will have eight school days, or eight working days during the summer to apply for a vacant position through the online application system. The employee may choose but will not be required to meet with the building administrator to understand the building practices, procedures and initiatives specific to the position to which they are applying. After eight days if an in-building employee is qualified for the position, the principal will offer the employee the position. In the case that more than one in-building employee is interested in a position, the position will be offered to the qualified and senior employee. If a position is not filled in-building after the eight day period, the position will be offered to the qualified, most senior in-district applicant, if any. Teachers with a summative evaluation score of 1 or 2 are not eligible to transfer unless agreed upon by the District and Association.
