Job Description
Position is responsible for supervising and working with a work crew or work groups involved in a variety of work projects including but not limited to repairs and maintenance projects. The work includes directing and assisting work crews, ensuring for the quality and completeness of work performed, and assisting in the overall efficiency of project operations.
Supervision
Employee works under the general supervision of the Assistant Superintendent or designee. Employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently, with specific instruction. Any questionable cases are referred to the supervisor for clarification or interpretation. Work is reviewed only to an extent sufficient to keep the designee aware of progress, and to ensure that completed work and methods used are technically accurate and that instructions are being followed. The employee keeps the designee current on work progress and issues that arise.
Employee as a regular and continuing part of the job, provides immediate supervision to shop personnel as designated by supervisor. Accomplishes assigned tasks and also performs non-supervisory work that is usually of the same kind and levels of the group being led; Employee does not have access to any confidential information.
Essential Functions
- Supervises motor equipment repairmen and designees and provides guidance and technical assistance for difficult projects as needed. Inspects vehicles prior to their return to operation.
- Fills out necessary paperwork and uses fleet software programs and applications to maintain records of all work performed.
- Keeps supervisors informed as to the progress and status of work performed. Assists with planning and scheduling of maintenance and repairs.
- Performs and assists with the more difficult repair jobs, such as emission diagnostics, drivability diagnostics, wiring diagnostics, air system and brake diagnostics, overhaul of engines and extensive diagnostics
- Ensures for personal safety, staff safety, and the safety of the shop, follows established safety precautions, enforces safety requirements, and wears safety equipment as appropriate while performing duties
- Performs preventative maintenance on vehicles and equipment, changes oil, greases chassis, inspects vehicle for safety and proper working condition of parts
- Diagnoses and repairs all Fleet and snow related equipment for the City
- Installs, repairs and adjusts two-way radio systems, gps systems, vehicle electronics, etc.
- Perform and supervise State Inspections on all city vehicles
- Provides support and assistance, as needed, in snow and ice removal operations or other emergencies as declared by the City
- Performs similar or related duties as required by the supervisor
Special Requirements
A candidate for this position must have a valid Class B Massachusetts Commercial Driver’s License, 2A and 1C Hoisting Engineer’s License, Commercial and non-commercial State Inspections License and an ASE refrigeration license. A candidate for this position must have appropriate tools to perform repairs. Previous lead or supervisory experience preferred. Current ASE certifications and professional certifications/training preferred. External employees can be hired without the above special requirements but must obtain all before the end of their 6 month probation. If an external employee has not successfully obtained them by 6 months, probation may be extended upon mutual agreement between the union and the City. Internal employees must have all special requirements, skills, education and experience prior to being promoted.

Education and Experience: A candidate for this position must have a High School Diploma or equivalent and additional training or certification; five to seven (5-7) years of prior experience with onboard diagnostics, heavy and medium trucks and automotive repair, mechanical, electrical, and hydraulic repair. PC based software and application skills and experience a must.
Necessary Knowledge, Skills and Abilities:

Specialized fleet diagnostic equipment- Standard practices, methods, tools, and equipment used in repairs and maintenance of motor equipment
- Emission and drivability diagnostics
- Current knowledge of car/truck/equipment technology and repairs associated
- Knowledge of hydraulic, pneumatic, electrical and mechanical systems
- Occupational safety precautions
Ability to:- Read and follow oral and written instructions such as specifications, plans and manuals.
- Perform strenuous physical work over an extended period of time and to lift, carry and place heavy objects.
Physical Demands and Working Environment
COMPUTER SKILLS: Excellent computer skills including Microsoft Word, Excel, Outlook. Experience using databases. Strong typing skills with attention to detail and the ability to conduct computer searches for resources, answers to questions, and fact-based information.
LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, and legal documents. Ability to respond to common inquiries or complaints from clients, or regulatory agencies. Ability to write/document information that conforms to prescribed style and format. Ability to present information effectively, which may be controversial in nature, to all levels including clients, groups of clients, families, top management, outside agencies, public groups or employees of the City. Additional language abilities in addition to English a plus.
MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
REASONING ABILITY: Ability to define problems and use judgement to work toward results, modify methods/techniques and make recommendations dealing with several abstract and concrete variables within clearly defined laws, precedents and policies.
PHYSICAL DEMANDS: Employee works in a loud mechanics shop and is exposed to outdoor weather conditions, toxic or caustic chemicals, fumes or airborne particles, moving mechanical parts and risk of electric shock more than 2/3rd of the time; and extremes of heat and cold up to 2/3rd of the time. Employee is required to stand walk, talk, listen, use hands, reach with hands and arms, climb, balance, stoop, kneel, crouch, and/or crawl up to 2/3rd of the time. The position frequently lifts up to 60lbs., occasionally lifts up to 100 lbs., and seldom lifts more than 100 lbs. Equipment used includes trucks in excess of 26001 lbs., light trucks, heavy and light equipment, pneumatic tools, power and hand tools, diagnostic equipment, and computers.
WORK ENVIRONMENT: Position responsibilities require the use of judgement and initiative to interpret the numerous standardized practices, procedures, codes, or general instructions governing the work. Employee is expected to locate, select, and apply the most pertinent practice, procedure, regulation, or guideline for a given situation.
Errors can result in personal injury/loss, delay or loss of service, injury to others, or damage to vehicles or equipment.
The position seldom has contact with the public or City employees, in person or on the phone, for responding to inquiries and complaints and providing information and assistance. Contact usually occurs in person, via radio, or on the telephone.
