The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Construction Team Leader (Transportation Engineer V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Construction Team Leader supervises inspectors and office engineers in the construction of areawide and site-specific signal, signing, lighting and Intelligent Transportation Systems (ITS) projects for the Office of Traffic and Safety. This position also provides support for the technical inspections of the construction of traffic signals, signing, lighting, and ITS on contracts led by MDOT SHA district construction offices, local jurisdictions, private developers, and other MDOT Transportation Business Units. The incumbent will be responsible for coordinating power with utility companies, performing field reviews, spot checking construction sites, identifying and resolving problems impacting construction, validating Inspector’s Daily Reports, negotiating pay items, approving invoices, verifying that materials used on projects meet standards and contract documents, initiating change orders, and overseeing sketchbook submittals. The Construction Team Leader will be expected to provide project status reports on a weekly basis and track project completion dates. This position receives general supervision from a Construction Area Engineer and must have a thorough knowledge of the process for constructing traffic signals, signs, lighting, and ITS devices.

Qualifications

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience:
Five (5) years of experience in professional engineering.

Selective Qualification:
Two and a half (2 ½) years of the required experience must have involved the construction, design, and/or maintenance of transportation infrastructure.

  • This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Preferred Qualification:

The ideal candidate should possess the following:
  • Ability to work independently and have a high regard for construction quality
  • Excellent internal/external customer service abilities and interpersonal skills
  • Excellent written and oral communication skills
  • Ability to analyze and develop process improvement techniques

Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master’s degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.

The following certifications will be required within one year of hire:
o MDOT SHA Traffic Control Manager
o Maryland Department of the Environment Erosion and Sediment Control Certification
o MDOT SHA Erosion and Sediment Control Certification
o International Municipal Signal Association (IMSA) Traffic Signal Technician Level I
o IMSA Traffic Signal Construction Technician Level II
o ACI Concrete Field Technician Grade I (or equivalent)
