The DTC program enables VA employees to better serve Veterans and military families by selecting, engineering, implementing operating and maintaining cloud, SaaS, and PaaS solutions including the largest Salesforce implementation in the Federal Government. DTC provides expertise, processes, and platforms against which inventive and impactful, sustainable, and scalable solutions are developed and deployed.

Requirements:

This critical, highly visible role requires an experienced senior leader with technical acumen, significant P&L experience, and a demonstrated ability to lead programs at scale. The position requires a multidisciplinary leader with experience managing large (250+ FTE), enterprise-level IT delivery teams driving more than $100M/year in revenue. The position requires a strong, agile, and entrepreneurial leader with ability to work effectively across functional groups of the organization and provide mentorship, guidance, and professional development.

Operational Management

Program Delivery:

  • Monitors customer satisfaction with delivery across program lifecycle across KPIs/SLAs and objectives and establishes satisfaction intervention plans.
  • Supports customer with appropriate customer relationships and ensure successful program delivery.
  • Identifying, mitigating, and responding to program operational risks.
  • Support emerging delivery issues and approves technical delivery intervention plans as necessary.
  • Active resource deployment & management.
  • Leveraging continuous process improvement to drive quality and efficiency into program delivery.

Technical Talent Deployment, Development, Engagement, and Retention:

  • Deployment and management of program staff.
  • People leadership and people development, including training, performance and incentive management, retention and engagement activities, and participation in corporate events where leadership presence is requested.
  • Workforce and resource management oversight and coordination – provide resources to meet the current and future personnel demands and prioritize resources to meet demand levels.

Business Development Support

  • Driving organic program growth and supporting corporate related business development initiatives
  • Provide capability leadership and vision (internal and external) for capabilities.
  • Educate BD staff on capabilities to expose to the customer; analyze opportunities and review teams as requested.
  • Participate in Strategic decisions to maximize pipeline opportunities.

Business Management:

  • Manage financial performance including department budget and time sold utilization.
  • Oversee and managing all aspects of program financial management and corporate P&L.

Strategy:

  • Lead, evangelize, and scale the delivery of digital transformation solutions across multiple cloud, SaaS, and PaaS offerings.
  • Define program technical and operational strategies including ConOps and operating models.

Desired Skills:

  • Experience implementing and maintaining multiple enterprise level PaaS, SaaS, and/or ERP based solutions.
  • Knowledge of current and future policies, practices, trends, technology, and information that may impact digital transformation.
  • Demonstrated experience managing $100M/year P&L.
  • Proven experience driving organic growth.
  • Strong demonstrated interpersonal communication skills including executive level communications.
  • Federal experience preferred.

Years of Experience:

  • 15+ years of increasingly complex operations assignments with P&L of at least $50M; ideally $100M.
  • 10+ years demonstrated software system and/or digital modernization program management (cloud, SaaS, Paas) experience with responsibility across multi-disciplinary teams.

Education:

  • Bachelor’s Degree required.
  • PMP or PgMP Certification.

Location:

  • Hybrid working available; prefer local candidate to Washington, DC area.
  • Must be able to travel to client site as required.

Clearance:

  • Ability to obtain and maintain a Public Trust.
