Job description
SUMMARY AND SCOPE:
Under the direction of the Tribal Council, the Tribal Planner is responsible for the management of the Tribe’s economic development initiatives, community development, and transportation from the planning stages through design and construction. The Tribal Planner works with the grant's specialist to secure funding for ideas and projects. The Tribal Planner is responsible for implementing the long-range plans for the Tribe’s economic growth and community prosperity. The Tribal Planner will perform general professional planning duties in the office and the field.
PRIMARY RESPONSIBILITIES:
- Develops and implements plans for all areas of community and economic development.
- Researches and maintains current demographic files relative to the status and needs of Picayune Rancheria of the Chukchansi Indians.
- Attends meetings of the Planning Board, Chukchansi Sovereign Enterprises, County Commissioners, and Tribal Council to promote projects and programs.
- Implements projects and plans for economic and community development.
- Maintains Tribal planning documents and ensures allocations, contracts, budgets, and reporting requirements are kept current.
- Participates in the coordination of grant applicants for economic development, acquisition, and projects.
- Supervises the preparation of the Tribe’s Economic Development Strategy, proposes, and prepares economic development plans.
- Supervises consultants and contractors involved with the economic development activities and projects.
- Develops planning studies and reports in support of new and updated plans, programs, and regulations.
- Collects a variety of statistical data and prepare reports and maps on topics such as census information and land use.
- Acts as liaison between the Tribal Government and other government agencies, developers, and elected officials in developing community comprehensive plans and transportation
- Travels to work sites to gather data, perform field investigations or surveys, and provides construction oversight of contractors.
- Develops written reports on behalf of the Tribe for submittal to Federal, State, and other agencies, as required by Federal or State transportation legislation, contracts, and
- Develops and writes the Scope of Work (SOW) for the selection of design and engineering services specific to community development projects, roads, multi-use pedestrian trails, and other development projects.
- Conducts bid evaluations and provides recommendations for the procurement of design and construction services for community development, roads, multi-use pedestrian trail, and other projects according to the PRCI Tribal Procurement Policy.
- Lead RFP Process including issuance, review, and award.
- Perform other duties as required.
SKILLS OR REQUIREMENTS:
- Knowledge of the concepts, principles, methods, and techniques used in economic development and land use planning.
- Ability to understand complex oral and written directions.
- Ability to deal and complete deadlines.
- Knowledge of Tribal goals, commitments, policies, and objectives
- Ability to review plans to determine compliance with regulations and to apply regulations to field.
- Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.
- Knowledgeable of civil engineering and construction management.
- Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in construction management, planning, business, or related field.
- Three (3) years of experience in municipal, county, regional, Tribal planning and or grant application preparation.
- One (1) year of experience in strategic planning and management.
- Must have a valid driver license with a clean DMV printout.
- Experience and knowledge using Microsoft and database programs.
- Must be willing to submit to drug and background screening.

In accordance with applicable Tribal Law, and Title VII of the 1964 Civil Rights Act, the PRCI Administration shall give preference in hiring, promotion, transfer, and lay-off to enrolled members of the Picayune Rancheria of Chukchansi Indians. To qualify for this preference, applicants must submit verification of enrollment in the Tribe. Preference means that Tribal Members who meet the minimum qualifications set forth in the job announcement and position description shall be hired before better qualified non-Tribal Members.
